Agenda for Implementation 

 

From the Measurement Workgroup of the EBP Steering Committee 

 

Committee co-chairs: Michael Massanari (Wayne State University), Kathy Haines (MDCH) 

 

Guiding Principles 

  • Measurement is an essential strategy for promoting systems change, informing learning organizations, and supporting implementation of evidence based practices. 
  • Measurement adds value to practice and management when it generates information that is useful for informing decisions. 
  • Measurement must be based on data that is explicitly defined, readily accessible, and on measurement instruments that are valid and reliable. 
  • Measurement methods must be standardized and implemented with consistency across systems. 
  • Measurement requirements must be designed to be efficient, minimizing imposition on the time and resources of consumers, providers, and managers while maximizing the utility of the information generated. 

 

Agenda for Implementing Measurement in Support of Evidence Based Practices 

 

  • Integration of measurement recommendations generated by the EBP sub-committees.  This process will include a review of data elements currently collected by MDCH for behavioral health and coordinating agencies. 
  • Prioritize and select ‘key' measurements for implementation. 
  • Review data elements, definitions, and measurement instruments to assure standardization of practice (measurement). 
  • Prepare a timeline for rolling out different measurement instruments depending on the stage of EBP implementation. 
  • Develop standardized reports based on needs of users, e.g. providers, managers, MDCH. 
  • Present plan to key stakeholders for review, e.g. providers, managers. 
  • Develop and implement training programs that will:
    • Make the case for measurement; 
    • Provide instructions on how to implement measurement; 
    • Provide education on how to use measurement in decision-making; 
    • Provide ‘expert' resources and consultation for systems that are early in the implementation phase of EBPs. 
  • Develop plan to obtain feedback regarding the utility and effectiveness of measurement. 
  • Review potential for incorporating measurement into ‘pay-for-performance' models.

Task: 

 

1.  Assist with the development and implementation of an evaluation program for this project. 

 

Goals related to Task 

     

  • Development model for assessing program fidelity and using in program improvement. 
  • Work with other subcommittee to develop standards for determining whether a service is integrated. 
  • Establish reporting requirement for fidelity monitoring 
  • Define treatment outcomes and methods for measuring and evaluating those outcomes 
  • Provide/access technical assistance as indicated. 
  • Provide guidance for enhancing screening and assessment for Co-ccurring disorders.
