Strategic Prevention Framework / State Incentive Grant
A final report of Michigan's effort to implement evidence-based environmental strategies to reduce underage drinking and alcohol-related traffic crash deaths:
In 2004, BSAAS received a Substance Abuse & Mental Health Services Administration (SAMHSA) five-year incentive grant of $11.75M ($2.3M annually) to meet the following federal goals: 1) Build prevention capacity and infrastructure at state and community levels; 2) Prevent the onset and reduce the progression of substance abuse, including childhood and underage drinking; and 3) Reduce substance abuse-related problems in communities.
Our mandate is to employ five steps that constitute the SPF:
Step 1: Assessment - Determine assets and needs;
Step 2: Capacity - Improve abilities to deliver substance abuse services;
Step 3: Planning - Develop strategies for communication and service coordination;
Step 4: Implementation - Put strategies into action;
Step 5: Evaluation - Document the process and outcomes of implementation.

Michigan Burden Document Update 
September 2010. This document, provided by the Bureau of Substance Abuse and Addiction Services (BSAAS), was created in conjunction with the State Epidemiology Workgroup (SEW) of the Strategic Planning Framework, State Incentive Grant (SPF/SIG). The document provides valuable data related to the use of alcohol, prescription drugs, and tobacco. Primary users of this document are expected to be: federal partners, state-level agencies, legislators, policy makers, elected officials, regional coordinating agencies, coalitions, and members of the public.
