As a service to the publicly-funded substance use disorder treatment system, the Bureau of Substance Abuse & Addiction Services by agreement with the Michigan Association of Substance Abuse Coordinating Agencies (MASACA) offers a limited legal service on substance abuse issues. This service, called "ActionLine", is through a contract with the Legal Action Center.
Questions regarding federal regulations related to the confidentiality of alcohol and other drug abuse patient records can be directed to the "ActionLine" hotline. The Legal Action Center provides legal advice on a variety of issues including: confidentiality of treatment records; discrimination; drafting consent forms; proper response to a subpoena; and coping with law enforcement agents who come to a program to seize records and/or arrest clients.
Programs who wish to use this service, need to request the hotline phone number and access code, to do so contact MASACA or email MDCH-BSAAS@michigan.gov.
