Information from HRSA on the Proposed Rule for HPSA and MUP Designation
On February 29, 2008 the Health Resources and Services Administration (HRSA) at the U.S. Department of Health and Human Services (DHHS) published a notice in the Federal Register describing proposed changes to the methodology for designation of Health Professional Shortage Areas (HPSAs) and Medically Underserved Populations (MUPs). Contained within the notice of proposed rulemaking was an invitation for public comment. The period for public comment ended June 30, 2008. In response to the invitation for public comment, the Michigan Department of Community Health prepared and submitted formal comments addressing the notice of proposed rulemaking.
HRSA published a brief statement on the status of the proposed rule. This statement indicates that HRSA is reviewing the comments made on the proposed rule, that some changes are likely to be made to the original proposal, and that given the significance of the comments made on the original proposal a final regulation will not be published as a next step. It is likely that a new notice of proposed rulemaking will be published at some time in the future.
