Behavioral Health Advisory Council
MDCH established the Behavioral Health Advisory Council (BHAC) on January 1, 2013 in compliance with federal block grant requirements for comprehensive statewide planning. An annual plan, which addresses community-based mental health services for adults with serious mental illness and children with serious emotional disturbance, as well as prevention and treatment services for individuals with substance use disorders, is submitted to the Substance Abuse and Mental Health Services Administration and is used as the basis for a subsequent implementation report.
The duties of the BHAC include, but are not limited to, the following:
1. review the combined mental health and substance abuse plan and to submit to the State any recommendations of the council for modifications to the plan;
2. serve as advocates for adults with serious mental illness, children with serious emotional disturbance, and individuals with a substance use disorder; and
3. monitor, review, and evaluate, not less than once each year, the allocation and adequacy of mental health and substance use services within the State.
