State Reps, Faunce & Kowall sponsored rape drug legislation
The Michigan Women's Commission applauded Governor John Engler today for signing into law legislation, sponsored by state Reps. Jennifer Faunce (R-Warren) and Mike Kowall (R-Waterford/White Lake Twps), that penalizes people who manufacture and possess GBL, a chemical used in rape.
"In recent years we've heard horror stories of women being sexually assaulted and unable to remember details of the incident or their attacker because a rape drug like GBL had been slipped into their drinks," said Anne Norlander, Chairwoman of the Michigan Women's Commission. "This legislation supports women and lets them know that the governor and state legislature are working to put a stop to the household manufacture of these drugs. It also sends a message to offenders that their actions will not go unpunished."
GBL (gamma butyrolactone) is the main chemical ingredient used by rapists in making the drug GHB, (gamma hydroxybutyrate). The drugs can be slipped into an unsuspecting woman's drink, rendering her defenseless to her attacker. Ingesting the drugs can result in unconsciousness, vomiting, seizures, coma and even death.
Public Acts 302 and 304 of 2000 make the possession and manufacturing of GBL a felony. The crime carries a two-year penalty, and up to 20 years if the chemical is used in conjunction with a rape or criminal sexual act.
The mission of the Michigan Women's Commission is to improve the quality of life for Michigan women. In keeping with its mission, one of the Commission's objectives for 2000 includes raising awareness to the dangers of rape drugs.
