Introduction to Advisory Bulletins
An advisory is an explanatory statement issued by the Civil Service Commission, State Personnel Director, or bureau of the Civil Service Commission. Advisories do not create rights or obligations and are not binding. Advisories are given the same number as the rule or regulation it is related to, and numbered sequentially thereafter.
