REGULATION 7.01, DISBURSEMENTS FOR PERSONAL SERVICES OUTSIDE THE CLASSIFIED SERVICE |
Civil Service Regulation 7.01, Disbursements for Personal Services outside the Classified Service, was circulated for review and comment under SPDOC 06-01, dated January 19, 2006.
Based on comments received, additional revisions have been made for clarification purposes. Significant revisions include a new Standard A, new language in Standard B, new and revised language in Standard E, and the addition of advisory bulletin language in Standard F.
Standard A provides guidance in determining whether a service is within or outside the jurisdiction of the Department of Civil Service. Civil Service review and approval are required for services, including those where funds are passed through a state agency when the agency has discretion to determine the service provider, deemed to be within Civil Service’s jurisdiction prior to the disbursement of funds. In addition, the Department of Civil Service reserves the right to review all non-jurisdictional services being provided.
Standard B Guidelines reflect new language specifying what is required to support an agency’s certification of its difficulty in filling a classified position.
Standard E includes new language relative to amendments to CS-138s as well as revised language to more accurately reflect agency certification and notice requirements for labor organizations and NEREs.
Standard F incorporates language from Advisory Bulletin 7.01-2, Preauthorized Services, dated October 2, 2002, thus making this advisory obsolete.
