PROPOSED CHANGES TO REGULATIONS 4.01 AND 4.02,
AND ABOLISHMENT OF REGULATION 4.03

Proposed amendments to Civil Service Regulations 4.01, Establishment and Reclassification Actions that Require Civil Service Review, and 4.02, Preauthorized Classifications and Transactions, are being circulated for review and comment.
Both regulations 4.01 and 4.02 reflect a change in title to better describe the content of each regulation.
Significant changes to regulation 4.01 include: (1) new language under Standard C to clarify the requirements for reclassification and to allow delay of a reclassification if an incumbent is on extended paid absence of more than two consecutive pay periods; (2) a new Standard D to address position conversion; and (3) a new Standard E incorporating Departmental Trainee language, as currently found in regulation 4.03. In addition, current Standard C. 3. language has been deleted.
Significant changes to regulation 4.02 include: (1) defining preauthorized classification establishment actions and preauthorized reclassification actions; (2) reorganizing the regulation; (3) substituting "grade level" with "classification level" given that "grade" is defined as "classification level" in the Civil Service rule definitions; (3) new language under Standard B to allow delay of a reclassification if an incumbent is on extended paid absence of more than two consecutive pay periods; and (4) a new procedure covering preauthorized establishments.
In addition, it is proposed that regulation 4.03, Establishing and Reclassifying Positions in the State Transitional and Departmental Trainee Classifications, be abolished as a result of the proposal to incorporate Departmental Trainee language into regulation 4.01. State Transitional language was previously incorporated into new regulation 3.14, Transitional Position Designation and Appointments, which was effective November 5, 2006. Minor revisions to regulation 3.14 were subsequently issued with an effective date of April 8, 2007.
