Services Outside Civil Service Jurisdiction
Generally speaking, a disbursement for personal services is within Civil Service jurisdiction if it is between (a) an individual or organization and (b) a state agency, pursuant to which the state agency is obligated to make disbursements from appropriated funds for personal services rendered to, or for the direct benefit of, the state, by persons who are not classified employees of the state. Services that do not meet this definition are outside Civil Service jurisdiction, and do not require submission of a CS-138.

If there is any question about whether Civil Service has jurisdiction over a particular service, please request an opinion from Personal Services Review before proceeding with a disbursement for personal services.
