NIGP Commodity Codes
Every type of commodity or contractual service must have an NIGP code associated with it. NIGP stands for National Institute of Governmental Purchasing. The CS-138 process is only concerned with services. All NIGP codes for services start with a "9."

The coding structure is based on 3-digit class codes that have 5-, 7-, and 11-digit stems. Civil Service will not accept a CS-138 with only a 3-digit code.
