The Office of Special Education and Early Intervention Services (OSE-EIS) oversees the administrative funding of education and early intervention programs and services for young children and students with disabilities.
Early intervention services are
coordinated for infants and toddlers (birth through age two) with disabilities and their families according to federal regulations and state standards. A free appropriate public education is provided to eligible children and youth from birth through age 25, according to federal statute and regulations, state statute, administrative rules, and standards.
In FY 1997-98, 184,022 students (6-26 years old) received special education services. Preschool special education services
were provided to 18,877 3-5 year old children with disabilities. In total, approximately 12% of the student population in
Michigan received special education services. This percentage is similar to other states of similar size and socioeconomic
diversity.
Between December 1, 1996, and December 1, 1997, 9,431 infants and toddlers received early intervention services through
Early On Michigan. Census data indicate that up to 2.2% of the target cohort are in need of early intervention services due to
disabilities and developmental delay.
