TITLE IX COORDINATOR
SUGGESTED JOB DESCRIPTION
Introduction:
Title IX of the Education Amendments of 1972 and the Elliott-Larsen Civil Rights Act (P. A. 453 of 1976) require equal educational opportunities for all. Federal law requires each school district or educational institution to appoint an individual to coordinate its efforts to comply with these laws.
The regulations identify two major responsibilities for the Title IX Coordinator:
· Coordinate compliance activities.
· Investigate complaints charging gender discrimination.
Job Goal:
To provide leadership and direction in expediting full compliance with the provisions of Title IX and Elliott-Larsen which require equal opportunity regardless of gender in curricular, co-curricular and extra-curricular activities.
Required Performance Responsibilities:
· Investigates complaints based on gender discrimination according to the adopted Title IX complaint procedure.
· Takes specific and continuing steps to notify all students, parents, and employees of the name, title, office address, and telephone number of the Title IX Coordinator. Contact information about the Title IX Coordinator should appear annually in school publications such as student and staff handbooks.
· Oversees the district’s compliance effort with regard to Title IX and Elliott-Larsen and evaluates the school district’s gender equity policies and practices and their effect on gender discrimination.
· Assists in providing all students an equal opportunity to participate in, and benefit from, all academic and extra-curricular activities, programs, and services regardless of gender.
· Advises the board of education, superintendent, administration and staff of necessary action to eliminate gender discrimination in all educational programs, curricular and extra-curricular activities, and employment practices that come under federal and state regulation.
· Supervises the implementation of the school district’s Title IX Grievance Procedure and compliance efforts.
· Assumes responsibility to be informed of changes and developments in the provisions of the federal and state regulations and related legislation by attending professional meetings and reading appropriate publications.
· Directs appropriate personnel to maintain required data and records related to Title IX compliance.
· Receives and responds to inquiries related to gender discrimination.
· Advises Human Resources personnel of Title IX regulations in relationship to recruitment, hiring, assignment, promotion, transfer, lay-off, termination, reinstatement, job classification, salary and fringe benefits for all employees.
· Assists in the development of internal procedures to ensure that all appraisal and counseling materials do not discriminate on the basis of gender.
· Develops and implements procedures to insure that each contracted organization or individual providing “significant assistance” to the district does not discriminate on the basis of gender in providing aid, benefits, or services to students and employees of the district.
Recommended Qualifications and Duties:
Qualifications:
· An in-depth knowledge of Title IX and Elliott-Larsen, interpretive memoranda issued by the federal government, and current judicial decisions.
· General knowledge of other federal and state nondiscrimination laws.
· Knowledge of gender equity issues in curriculum and instruction such as bias in instructional materials and in classroom student-teacher interaction.
· Thorough knowledge of existing internal grievance procedure and avenues of appeal.
· Knowledge of resources to update school documents.
· Knowledge of personnel policies and practices of the district or institution.
· Knowledge of student programs and related policies.
· Good administrative and investigative skills.
· Ability to communicate effectively.
Duties:
· Design, implement, and monitor compliance activities, i.e., analyze Title IX compliance data, delineate compliance goals and objectives, establish compliance timelines, assign staff, develop and implement monitoring and reporting procedures, etc.
· Design and implement training activities for students and staff.
· Interpret technical and legal information and make it accessible to the school community.
· Prepare reports on Title IX compliance and make recommendations for actions by appropriate decision makers.
· Remain nonjudgmental and nonthreatening.
· Establish a positive climate for compliance.
Administrative Authority:
The school board shall appoint the Title IX Coordinator and record the appointment in the official board meeting minutes.
The Title IX Coordinator shall report directly to the Superintendent of Schools.
