Michigan's 2007 IDEA Public Reporting

Beginning in 2007, the Individuals with Disabilities Education Improvement Act (IDEA) of 2004, requires all states to report information on each district's performance in meeting specific early intervention and special education targets outlined in their State's Performance Plan (SPP.)

Calculating the Graduation and Dropout Rates of Students with Disabilities

Specifically, this Act requires each state to:

  • Have in place a State Performance Plan (SPP) that evaluates that State's efforts to implement the requirements and purposes of this part and describes how the State will improve such implementation.
  • Submit an annual performance report (APR) that evaluates the state's efforts to implement IDEA 2004.
  • Report to the public on the performance of each school district and early intervention program relative to the targets specified in the SPP. (§616 (b)(1)(A))  Some targets are set by the federal government, and some are set by the state.

This information provides local districts and communities an opportunity to see what’s working well in their special education and early intervention programs and to identify what aspects of those programs are in need of improvement. This is somewhat similar to the Education YES! accountability report cards that districts receive every year.

This is the first year of district level public reporting of this data.  IDEA 2004 focuses on special education services through age 21, and has 20 indicators of performance and compliance.  This year, states must report on special education indicators 1-6 and 12 based on the data from the 2005-06 school year. The progress on the remaining Indicators which require Public Reporting will be released within the next two years. 

The Indicators included in this Special Education Public Reporting are:

    1.  Graduation rate of students with disabilities  
    2.  Drop out rate of students with disabilities  
    3.  Participation and performance of students with disabilities on statewide assessments.  
    4. Rates of suspensions/expulsions for students with disabilities  
    5.  Educational settings  
    6.  Preschool environment settings  
    12. Early childhood transition

IDEA services for infants and toddlers birth through two (2) years of age, are known as Early On® in Michigan .  Early On is required to report the performance of each Service Area.  Based on data from federal fiscal year 2005 (2005-2006), the indicators are measured in the percent of infants and toddlers with a specialized plan called an Individual Family Service Plan (IFSP).

The Indicators for Early On Public Reporting include:

    1. Early intervention services provided in a timely manner.
    2. Receive early intervention services in the home or programs for typically developing children.
    5. Birth to 1 with IFSPs compared to peers.
    6. Birth to 3 with IFSPs compared to peers.
    7. Eligible, and evaluation, assessment and an initial IFSP meeting were conducted within the 45-day timeline.
    8. All children exiting Early On who received timely transition planning to support the child's transition to preschool and other community services by their third birthday, including:
      A)  IFSPs with transition steps and services;
      B)  Notification to LEA, if child potentially eligible for Special Education; and
      C)  Transition conference, if child potentially eligible for Special Education.

Public reporting must include broad dissemination, be accessible to individuals with disabilities, and be understandable to the general public. (§616 (b)(2)(C)
