The Finance Management unit provides oversight for the federal and state funding structures, assuring that approximately $170 million in federal grants is effectively administered. The unit also provides oversight for approximately $800 million distributed under Article 5 of the State School Aid Act. Medicaid reimbursements for school-based health services are coordinated through a collaborative relationship with the
Department of Community Health. In addition, the unit provides implementation and administration of Section 619 and Part C of the Individuals with Disabilities Education Act relative to services for infant and toddler early intervention and special education preschool.
Unit objectives include:
- Determine flow through, preschool, state discretionary projects, and state aid calculations/allocations; distribute funds and maintain fiscal control over all fund sources.
- Assist school districts/agencies and state discretionary project recipients in preparing federal grant applications and fiscal final reports for federal and state aid funds.
- Conduct federal fiscal program reviews.
- Provide technical assistance relative to: federal and state allowable costs and procedure for obtaining funding/program approval, homebound and hospitalized students, transportation, and funding requirements for students in juvenile detention centers.
- Provide leadership and support for statewide early intervention programs and services for infants and toddlers and their families.
- Maintain Child Find activities.
- Coordinate state discretionary projects.
- Participate in federal and state audits.
- Implement a statewide billing and monitoring system for students eligible for Medicaid.
