Funding sources for Michigan public libraries

Programs Supported by Public Funds

State aid are per capita grants awarded annually to public libraries according to statute.

Penal fines are distributed to public libraries by county treasurers. The amount is determined yearly based on population and local laws.

Library Services and Technology Act (LSTA) is a federal library funding program designed to support statewide initiatives and competitive grant programs. Through LSTA legislation, the Institute for Museum and Library Services IMLS, an independent federal agency, provides grants to State Library administrative agencies to improve and support library, museum and information services.

Universal Service Fund (E-rate) provides support for K-12 schools and libraries. It is often called E-rate, or Education Rate.
