Educator Evaluation Training Grant FAQs

  1. Q: How will LEAs and PSAs receive training if their ISD does not apply for funds?
    A: In the event that an ISD chooses not to apply for this grant funding, a neighboring ISD may apply and receive funding for, and act on behalf of, the non-applicant ISD’s constituent districts.
     
  2. Q: Can funds from this grant be applied retroactively to training already completed?
    A: Yes.  Training that meets the requirements of this grant and of MCL 380.1249 and MCL 380.1249b may be paid for from these grant funds provided that the training was conducted on or after July 1, 2015.
     
  3. Q: Will these funds be ongoing?
    A: It is unclear whether additional funds will be available in subsequent fiscal years.  As established in the FY2016 State Aid budget, these are one-time funds.  However, the Executive Budget Recommendation for FY2017 includes ongoing funds to support the implementation of educator evaluations, which would include this grant program.  Thus, this question can only be answered definitively with the action of the legislature and governor to finalize the FY2017 state budget.
    UPDATE: The newly released FY2017 budget does not include funds for ongoing implementation efforts. The funds will only be available in FY2016.
     
  4. Q: Is there a required format for the ISD’s service agreement with its constituent districts?
    A: No. There is no required format for the service agreement.  However, the documented service agreement must include all of the following:
  • a description of the training activities funded by the grant;
  • a timeline including the dates of the training activities;
  • information regarding the provider(s) and/or trainer(s) conducting the training activities; and
  • evidence that all constituent LEAs and PSAs have agreed to the provisions of the service agreement.

  1. Q: How should an ISD provide evidence that all constituent LEAs and PSAs have agreed to the provisions of the service agreement?
    A
    : An ISD may either collect individual signatures on one form from the superintendent and/or chief district officer of each constituent district or collect letters on district letterhead from the superintendent and/or chief district officer of each constituent district.
     
  2. Q: Is there a required format for the ISD’s survey of constituent districts regarding evaluation tools currently in use?
    A:  No.  There is no required format.  ISDs may use any survey tool they choose.
     
  3. Q: What information from the ISD’s survey of constituent districts regarding evaluation tools currently in use must be provided to the MDE?
    A: The ISD must provide a comprehensive list of tools in use within the ISD, including
  • all tools used in each constituent district in the 2015-2016 and 2016-2017 school years
  • the number of teachers and administrators evaluated using each tool in each district and
  • the total size (student enrollment) of all districts using a specific tool.
  1. Q: What constitutes a complete application?
    A: An ISD must complete and submit the online application available at the Michigan Department of Education Educator Evaluations website and email a copy of their service agreement and a copy of their survey results to mde-edevals@michigan.gov on or before May 30, 2016 in order to complete the application process.
     
  2. Q: When will funds be awarded?
    A: Funds will be awarded in the state aid payment on June 20, 2016.  Applications are due May 30, 2016.
     
  3. Q: May unexpended funds be carried over to future fiscal years?
    A: Yes.  Please see the chart below for information on carry-over.
