    State School Reform/Redesign Office

    Schools are placed under the supervision of the State School Reform/Redesign Office as a result of being identified as the lowest achieving five percent of schools in the state.  Michigan's approved ESEA flexibility request now designates the lowest achieving five percent of schools as Priority Schools.   The goals of the Reform/Redesign Office are:

    1. Establish policies and procedures for rapid turnaround in Priority schools. 
    2. Coordinate reform efforts for Priority schools across the Department of Education to ensure thorough integration of activities and monitoring of schools. 
    3. Strengthen teacher effectiveness in Priority schools.
    4. Develop policies and strategies to support effective school leaders in Priority schools, including principals and teacher leaders.
    5. Identify, advocate and recommend policies that ensure the reallocation of academic and financial resources to support the implementation of school plans.
    6. Identify and develop tools and resources to ensure schools implement effective school redesign plans.

    State School Reform/Redesign District

    The State School Reform/Redesign District was created in 2010 and is under the leadership and general supervision of the state board of education. Schools that do not make satisfactory progress may be placed in the State School Reform/Redesign District.

    ESEA Flexibility

    • Michigan's Approved ESEA Flexibility Request
    Throughout 2011-2012, the Michigan Department of Education (MDE) worked with local education stakeholders across the state, as well as with the United States Department of Education (USED) to develop a request for flexibility from certain requirements of the Elementary and Secondary Education Act (ESEA), also known as "No Child Left Behind." The flexibility requested includes waivers of 11 specific provisions of this federal law, including the requirement that all schools meet the 100% student proficiency targets by 2014. Michigan's work in implementing career- and college-ready expectations for all students; developing differentiated recognition, accountability, and support for districts and schools; and supporting effective instruction and leadership will create the context in which this flexibility may be successfully implemented for the benefit of Michigan's students and education community.

    On July 19, 2012, the MDE received notification from USED that Michigan's ESEA Flexibility Request was approved. This page contains information related to the approved Request and the implementation thereof. Questions and comments may be directed to ESEAFlexibility@michigan.gov.
