Brief History:When it opened in 1979, the Walter P. Reuther Psychiatric Hospital (WRPH) was mandated by the Michigan Department of Community Health (formerly known as Michigan Department of Mental Health) to provide care and active treatment to a specialized group of patients. This group consisted of geriatric mentally ill persons and/or other mentally ill persons who by reason of medical condition or illness exhibit personal care and treatment needs that are similar to and/or compatible with those of the frail elderly mentally ill population already in residence at the Hospital.
In 1997 this mandate was expanded to include the provision of services to mentally ill adults aged 43 years and older. In 2002, the WRPH was designated as the adult (18 years +) psychiatric facility for Detroit/Wayne, Washtenaw, Livingston, and Monroe counties. The philosophy of WRPH is to provide this care and treatment in a safe, humane and therapeutic environment.
General Information:WRPH is a Joint Commission accredited and C.M.S. certified Michigan Department of Community Health facility for the care of severely mentally ill adults. Interested persons may access the Joint Commission website at www.jointcommission.org/ to register concerns or to use the site's Quality Check to review hospital's patient safety and quality standard.
WRPH is fully accessible to persons with physical disabilities/limitations and those who use wheelchairs.
Every effort is made to provide a bright, cheerful, safe and therapeutic environment for patients. The hospital is completely air conditioned, with modern facilities for patient care.
WRPH receives patients from Michigan counties included in the catchment area it is authorized to serve by the Michigan Department of Community Health. Admission to the hospital and receipt of inpatient mental health services is available equally to any resident of the catchment area without regard to race, religion, sex, national origin, or any other discriminatory criteria prohibited by state or federal statutes.
Visiting by family and friends is encouraged. There are visiting rules to maintain and daily schedules which are designed for the safety of the patients. Visiting hours are listed below and are also posted in the front lobby. Each patient is allowed a maximum of three visitors at one time. Visitors must be 15 years or older. All patient visitors must register at the Safety Desk and obtain a visitor pass.

Patients are referred to WRPH for either voluntary (self-initiated) or involuntary (court-ordered) treatment. For either, the Community Mental Health (CMH) program in the patient's home county (county of residence) is the ONLY means of referral to the hospital for inpatient admission. The county CMH screening program evaluates prospective patients and determines whether WRPH is the most appropriate, least restrictive setting where the patient's needs can be met.
Michigan's Mental Health Code guarantees the right to a second opinion (if requested) when the CMH screening unit recommends against hospitalization.
In serving our patients, the goals and objectives of patient care and treatment are reinforced and enhanced by empowering patients to actively participate in planning their own treatment programs.
Person Centered Approach:
Our patients participate in the identification of those goals and activities that they believe will most help them to build upon their own strengths and to overcome their difficulties. In this way they are enabled and encouraged to move toward a future, which they help to define, using the tools and methods they help to select.
Patients may also designate a family member, friend, or personal advocate to participate with them in the treatment planning process; to assist them in choosing available resources, supports and services that will be most beneficial to achieve desired treatment outcomes.
A treatment team is assigned to each patient admitted to WRPH comprised of professional staff representing clinical disciplines appropriate to the patient's individual needs, including a physician/psychiatrist, a registered nurse, and a social worker.
Other disciplines represented are those indicated by the patient's presenting problems. One member of the team is designated Treatment Team Coordinator. He or she has responsibility for the overall coordination of activities necessary to develop and implement the Individual Plan of Service (IPOS).
Within one week of admission, an IPOS is completed. The IPOS identifies problem areas, specifies goals to work toward, and specifies strategies to be employed such as medication, activity programs, and therapy groups. Treatment objectives specific to the individual patient are defined within the general context of a hospital-wide commitment to psychosocial rehabilitation.
Planned patient participation in the various activities available at WRPH is generally structured to conform to the objectives of Psychosocial Rehabilitation. Under the philosophy of Psychosocial Rehabilitation, patients participate in an individually determined range of clinical, social, and recreational activities selected to develop patient competence in normalizing roles and relationships.
These activities are led by staff from a variety of clinical backgrounds, such as, nursing, social work, psychology, activity therapy, occupational therapy, music therapy, etc. The unifying concepts underlying the patient's selection of activities is the goal of helping that patient build and/or maintain his or her social and living skills at the highest level possible, in preparation for the return to the community and achievement of recovery.
The Michigan Mental Health Code guarantees each patient's right to freedom of movement, unless limited for a good cause and documented in the individual plan of service. This generally refers to the patient's right to leave the living unit without staff supervision and move freely around the hospital and grounds unimpeded.
Patients who are admitted by order of a criminal court, or who are transferred to WRPH from a jail or prison, are subject to security precautions and are generally restricted to Level III (staff supervised) grounds access.
By Executive Order of the Governor of Michigan and WRPH Policy, WRPH is a smoke-free campus. This means smoking is prohibited throughout the hospital buildings and on the grounds except for designated areas. Visitors are requested to comply with this policy.
When a person receives mental health services in the State of Michigan, their rights are protected by Michigan's Mental Health Code and other provisions of the law and the Constitutions of Michigan and the United States.
Protection of Rights:
Upon admission to WRPH, patients/guardians are provided with copies of a booklet entitled "Your Rights," published by the Michigan Department of Community Health. This booklet has the name, telephone number and location of the hospital Rights Advisor on the back cover.
If you think your rights or the rights of a patient may have been violated, you should report this to the Office of Recipient Rights.
When you receive mental health services, Michigan's Mental Health Code and other laws safeguard your rights. Staff are responsible to protect your rights when they provide services to you. You are encouraged to ask questions about your treatment and about your rights and to make suggestions that you feel are in your best interest. If you believe your rights have been violated, you should inform a Rights Officer/Advisor. The current Rights Advisors are David Scott and Enid Reed.
Office of Recipient Rights:
Information in the patient's clinical record and other information concerning services provided to the patient must be kept confidential. Information may only be disclosed in accordance with Michigan Mental Health Code and HIPAA requirements. Disclosure of information from patient records is generally not permitted without a written authorization, signed by the patient or guardian.
Medical care needs are addressed either by in-house physicians or through consultation with our consultant specialists. Patients who require acute intensive medical treatment/care are generally sent to other treatment settings for receipt of these types of services. Such movements may be temporary for short term care needs (as in the case of an emergency surgery), or may involve the patient's discharge and a permanent transfer to another care setting, as in the case of nursing home patients.
Psychiatric and medical nursing services are provided 24 hours a day, seven days a week by registered nurses, licensed practical nurses and resident care aides. A therapeutic milieu is maintained on all units through various individual and group activities designed to promote the achievement of the patient's treatment goals. Within this milieu setting, patient teaching is provided, activities of daily living are structured and medication administration is monitored.
Nutritionally individualized meals and snacks are prepared in-house and served in the unit dining areas. Registered dietitians on staff provide nutritional assessments, arrange nutrition therapy and conduct nutrition/diet counseling/teaching as needed.
An important aspect of modern mental health treatment is the patient's drug therapy regimen. The WRPH Pharmacy is staffed by well-qualified pharmacists who dispense the medications accurately and in a timely manner.
Patient Rooms:Patient rooms at WRPH consist of one-bed, two-bed, or four-bed rooms, with each room having its own bathroom. Most patients share rooms, therefore, space for personal belongings is limited. Still, patients are encouraged to bring a small number of familiar items to personalize their living area.
Each patient is provided with a closet and drawer space in his or her room. It is not recommended that families or patients bring a large amount of clothing to the hospital.
Common Areas Within the Hospital
Off the units, patients have access to a snack bar operated by the Michigan Commission for the Blind and an activity area where recreational activities are provided. A multi-purpose room is also available for special programs.
From the moment of admission, planning is initiated leading toward the patient's discharge.
Discharge and Aftercare Planning:
When discharge nears, a pre-release plan is activated. Referring county CMH program staff, WRPH staff, patient and/or patient guardians and patient family members typically participate in such planning. Patients may be discharged back to their own homes, or they may require placement into a supervised living or dependent care setting (such as a home for the aged, or a nursing home, aftercare homes and residential facilities). The assigned social worker works closely with the patient/family to ensure that an appropriate discharge plan is formulated.
Beauty/Barber Shop:Patients are encouraged to maintain a positive attitude toward themselves and their mental health treatment. Patient self-image is enhanced through encouraging and assisting patient interest in good grooming. A beauty shop and barbershop are conveniently located within the hospital to facilitate this aspect of treatment.
For those patients wishing to express their spiritual faith, worship services are offered on a weekly basis. Provisions will be made for those with other religious requirements.
During posted hours, patients have access to an on-grounds library, containing reference materials, fiction, newspapers, and magazines on a wide variety of topics. The library also provides a computer with linkage to other resource materials via the Internet.
Recognizing the integral role of work in a person's life, a work program is available for patients on a referral basis.
Vocational Skills Development Program
The program collaborates with many departments of the hospital in addition to operating a workshop to offer patients opportunities to participate in paid work experiences. Through their involvement, patients are placed within an environment that assists them in the development and enhancement of work skills and related work behavior.
The Special Education Program targets eligible patients 18 through 26 who have not received their high school diploma. The State of Michigan mandates that this service is offered, but attendance is voluntary.
Special Education Program
Patients or the persons responsible for their bill must pay for the care received at WRPH. The insurance benefits paid to WRPH, which may include Medicaid, Medicare, BC/BS, or other insurances are deducted from the actual cost of care. Michigan law requires that a determination be made of how much of this unpaid balance patients are able to pay.
Cost of Care:
Following a determination of the ability to pay, patients may be billed for all, part, or none of this unpaid balance.
Patients are entitled to receive services from this hospital, even if they are completely unable to pay for them.
Patients must cooperate with WRPH in submitting timely applications for insurance benefits, and in providing information required to determine the ability to pay for any cost of care balances. Should patients fail to cooperate, they may be billed for the full cost of all services rendered.
As soon as possible after admission to WRPH, patients should contact the WRPH Reimbursement office to make certain they are aware of all insurance information. This will help assure payment of all qualifying insurance benefits and will also assist us in gathering information needed to determine the ability to pay for services.
Later, when patients receive notice of our financial determination, it will include a statement of the right to appeal (within 30 days) if there is a disagreement with our financial determination.
