Engineer, educator and administrator, Meyer made notable contributions to the development of Michigan's state highway system and to the improvement of highway design. He was a pioneer and nationally recognized expert in the adaptation of aerial, photography and photogrammetry techniques to highway design. His 21 years with the Department of State Highways (1949-1970) included supervision of route location for Michigan's Interstate Freeway Network. Dedicated to the education and advancement of engineers, Meyer taught civil engineering at Michigan State University (1929-1943) and gave unstintingly of his time and knowledge to prepare state highway engineers to become registered professional engineers. He retired as the Department's chief of engineering.
