In 27 years with the Board of Wayne County Road Commissioners (1948-1975), Davey gained a wide reputation as one of Michigan's most able and progressive administrators. He was the first to serve simultaneously as the agency's director and manager of Detroit Metropolitan Wayne County Airport. Under his leadership its programs in various public service areas – roads, airports, parks and sewage treatment – expanded greatly. As an attorney, he co-authorized Michigan's basic highway law, Act 51 to 1951, and important aeronautics legislation as well. Davey served as president of numerous organizations, including the American Public Works Association, the County Road Association of Michigan and the Transportation Institute.
