- Relocates plaza 1.5 miles west to 153 acre site in Port Huron Township
- No local plaza access at Pine Grove Avenue

- M-25 Connector extended to provide a local access road parallel to existing I-94/69.

Alternatives History
Alternative 1 was dropped from further consideration prior to the draft Environmental Impact Statement (EIS).
In fall 2005, MDOT circulated a preliminary draft EIS to federal agencies that analyzed the City East Alternative and the Township Alternative. Analysis of a no-build alternative also was included. After reviewing the draft document, in June 2006 CBP officials requested a new alternative (City West) be considered providing the following:

Approximately 70-acre plaza

More than 100,000 square feet of office space, encompassing up to four floors

At grade plaza

Pine Grove Avenue relocated west of the plaza

Include land between Pine Grove and 10th north of the plaza, to Hancock Street

100 truck and 40 car parking spaces

Accordingly, MDOT added Alternative 4, known as the "Customs Hybrid." This is a modification to Alternative 2, which keeps the plaza in the City of Port Huron and brings most of the plaza down to street level.
