| What we are doing: |
The Michigan Department of Transportation (MDOT) is investing approximately $90 million in St. Clair County to widen and reconstruct 2 miles of eastbound and westbound I-94/I-69 between Lapeer Road and the Blue Water Bridge in Port Huron. Work includes replacing the I-94/I-69 bridge over the Black River; new interchanges and replacing the I-94/I-69 overpasses at the Lapeer connector and Water Street; and a 15-foot-wide nonmotorized pathway across the Black River Bridge. The project begins in March and will be completed in November 2012.
Mobility Improvements:
- The new configuration of westbound I-94/I-69 over the Black River will include three lanes of traffic and direct access to Water Street and the Lapeer connector.
- The new configuration of eastbound I-94/I-69 over the Black River will include two lanes dedicated to Blue Water Bridge traffic and three lanes dedicated to local traffic (ending at Pine Grove Avenue).
- New access to westbound I-94/I-69 from the Lapeer connector and new access to the southbound Lapeer connector from eastbound I-94/I-69.
- Increased capacity on I-94/I-69 over the Black River.
- Widening of the existing Lapeer Road and Water Street overpasses above I-94/I-69.

| 2011 |
- Construct the new eastbound lanes dedicated to local I-94/I-69 bridge over the Black River.
- Build the new three-lane Water Street overpass.
- Close and demolish the Port Huron Welcome Center at Water Street. Capac Rest Area will serve as a temporary welcome center.

| 2012 |
- Construct the new eastbound lanes dedicated to Blue Water Bridge traffic on the I-94/I-69 bridge over the Black River.
- Construct the new westbound lanes on the I-94/I-69 bridge over the Black River.
- Build the new Lapeer connector overpass above I-94/I-69.

| How traffic is affected: |
During peak travel periods, two lanes of I-94/I-69 will be maintained in each direction between Lapeer Road and the Blue Water Bridge ramp. During off-peak hours, a single lane may be closed in each direction for temporary widening and construction of median crossovers.
- Spring 2011: Work will begin on the new Water Street overpass and construction of the new eastbound I-94/I-69 bridge over the Black River for local traffic. (The new bridge will be built adjacent to the current structure.)
Motorists may visit the temporary welcome center at the Capac Rest Area along I-69.
- Summer/Fall 2011: A traffic shift will be in place with all I-94/I-69 traffic using the westbound lanes. Work will continue on the Water Street overpass and the new eastbound I-94/I-69 bridge. Also, construction begins on the Lapeer connector overpass.
- Winter 2011: All traffic will be shifted onto the newly constructed eastbound lanes and the new bridge over the Black River. Work to demolish the existing I-94/I-69 bridge over the Black River will begin.
- Spring 2012: Work will begin on westbound I-94/I-69 and the bridges that carry westbound I-94/I-69 and eastbound I-94/I-69 international traffic over the Black River.
- Summer 2012: Work is scheduled to be completed on the Lapeer connector overpass. Work on the I-94/I-69 bridges over the Black River will continue.
- Fall 2012: All lanes will be open on the new Black River bridge, as well as the Water Street and Lapeer connector overpasses.
