Jacqueline Shinn was named Chief Deputy Director of the Michigan Department of Transportation (MDOT) on March 6, 2006.
She began her state government career as the advisor to the Michigan State Transportation Commission, and was a gifted translator of policies adopted by the Commission to the department. When the State Legislature created the Transportation Economic Development Fund, she became its administrator, and led the creation and continuous fine tuning necessary to deliver high quality transportation projects with direct economic and job creation impacts.
Her award-winning program development efforts led to the placement of the State Infrastructure Bank and the federal Transportation Enhancement (TE) program under her wing. She promptly led a complete overhaul of the TE program-creating a customer service focus while instituting practices which have greatly increased project implementation efficiency. Her dedication to the public good, coupled with a common sense approach to solving complex problems, her integrity, and her ability to engender collaboration among people with diverse needs and interests, led to the added responsibility of Chief of Staff for the MDOT Director-a role which found her leading the Executive Team's response to strategic, political and tactical challenges and emerging issues.
During her tenure with MDOT, she has served on various committees where she spearheaded improvement in efficiencies and customer focus. She currently serves as a member on several state wide advisory committees such the Michigan Economic Growth Authority (MEGA), Interdepartmental Working Group (IWG), and the Michigan Women's Commission.
