The Bridge Operations Unit

Bridge Operations Section The Bridge Operations Section is responsible for the operational aspects of the Department's annual bridge program. The Section provides support and liaison to the Department's seven Regions and Lansing Support Areas for all bridge operational issues. This includes bridge construction, scoping, structural fabrication, bridge program management, bridge management and bridge management systems, bridge inspection support, inspection of movable bridges, fracture critical bridges, and bridges with deck area over 100,000 sft.

  • Bridge Construction
    Responsible for bridge construction inspection support and serve as liaison and staff specialist to the Department's seven Regions and Lansing support Areas. Responsible for uniform interpretation and application of policies, procedures, and specifications relating to the construction and rehabilitation of bridges and other transportation related structures. Responsible for training for Field Inspection of bridge construction, concrete construction inspection, and Inspection of Structural Steel Painting. Responsible for Bridge Paint Kits, Pile Driving Charts, and Concrete Mobile Mixer Batch Truck Certifications.

  • Bridge Management
    Responsible for maintaining, updating, reporting bridge structure inventory database, implementation of bridge management systems, technical liaison to region bridge engineers, load rating of trunkline bridges, review of overload permits, tracking all new bridge construction, bridge replacements, bridge rehabilitation, and capital preventative maintenance, creating, housing and maintaining MDOT bridge files and local agency bridge files, assignment of all structure numbers, liaison to the Department of Environmental Quality for assignment of hazardous waste site designations on determined bridge construction sites, and publication of the following reports: "State Highway Bridges, Culverts, and Grade Separations," "Michigan Structure Inventory and Appraisal Coding Guide," and the "Michigan Bridge Analysis Guide."

  • Load Rating Analysis
    Responsible for managing the department's bridge load rating program, load rating complex bridges, such as truss bridges, long span bridges, movable bridges, and damaged bridges, managing consultant contracts for out-sourced bridge load rating services. This position serves as a technical consultant and liaison to MDOT Divisions and Support Areas, Regions, local agencies, governmental agencies, and industry.

  • Bridge Scoping
    Bridge "scoping" is the detailed review of bridge needs, evaluation of various repair alternatives, and development of bridge projects that support the Department's capital outlay bridge preservation program and strategic direction. This position is responsible for providing bridge scoping guidance and technical support to the Department's seven Regions, as well as scoping the department's "big bridges" (movable, large deck, or segmental bridges). Other responsibilities include: development and maintenance of scoping forms and documents to ensure statewide consistency, implementation of the bridge Capital Scheduled Maintenance (CSM) program, and creation and upkeep of the CSM manual.

  • Bridge Program Management
    Responsible for oversight and management of our capital bridge preservation program. Serve as a resource and liaison to the Regions in their bridge program development and monitoring efforts. Also responsible for providing statewide coordination and monitoring of the bridge preservation program strategic direction.

  • Structural Fabrication
    Responsible for structural steel, precast/prestressed concrete, sign structures, mast signal poles, tower lighting units, and ancillary bridge components requiring quality assurance inspection. Also responsible for structural welding, non-destructive evaluation, bolting and anchor bolts, technical support to MDOT Regions for structural erection and assembly, design plan and shop drawing review, material evaluations, and related specification, procedures and technical investigations.

  • Steel Fabrication
    Responsible for providing technical support to the MDOT Regions for erection and assembly of structural steel fabricated components. This includes, but is not limited to, steel bridge beams and secondary members, modular expansion joints, bridge tube railings, pin and hanger assemblies, structural field welding and bolting, field bridge inspection, sign structures, mast signal poles, tower lighting units, shop painting and field painting of structural steel, structural steel shop fabrication and related technical investigations.

  • Concrete Beam Fabrication
    Responsible for providing technical support to the MDOT Regions for erection and assembly of structural precast/prestressed fabricated bridge components. This includes bridge beams, culverts greater than 20 feet in span length, wall panels, and bridge decking. Also responsible for shop fabrication of precast/prestresessed bridge components, design plan and shop drawing review, and related technical investigations.

  • Bridge Inspection Support Region and Local Agency
    Responsible for providing general oversight and guidance for the National Bridge Inspection program by serving as technical resource and liaison to the Regions, Support Areas and, local agencies. Manage the inspection program of the centrally managed "Big Bridge" network which includes the movable bridges. Provide oversight and guidance for the inspection program of fatigue sensitive details. Quality officer for the statewide bridge inspection QA/QC program.

  • Fracture Critical & Movable Bridges 
    Responsible for the inspection of MDOT's movable bridge network. Responsible for providing expert technical guidance within MDOT and to local agencies in matters related to fracture critical structures and the structural, electrical, and mechanical systems of movable bridges.

  • Contract Manager 
    Responsible for managing consultant contracts within the Bridge Operation Section. This position is involved with managing the Departments efforts to update bridge under-clearance measurements and information technology development.
