    G. Donald Kennedy

    Serving successively as business manager, deputy commissioner and state highway commissioner (1933-1942), Kennedy led in establishing Michigan's highway Department as one of the most progressive in the nation. He established the first planning division and directed an all-inclusive highways needs survey that became a model for other states. He led in planning and building the famed Detroit Industrial and Willow Run Expressways in World War II and directed pioneer studies for the location of the Mackinac Bridge. Kennedy was president of the American Association of State highways Officials in 1941 and after leaving the highway Department, became vice president of the Automotive Safety Foundation and then president of the Portland Cement Association.
