MINUTES
On Tuesday, November 15, 2005, the Michigan Gaming Control Board held a public meeting at the Board office in the Cadillac Place, 3062 W. Grand Blvd, Suite L-700, Detroit, Michigan.

Business: Chairman Kassab called the public meeting to order at 6:02 p.m. and noted for the record that Judge Friedman was not able to attend the meeting due to a prior commitment.
Chairman Kassab stated the only order of business was the consideration of the Executive Director’s Report and the Licensing Division’s staff recommendations regarding Greektown Casino, L.L.C.’s debt transaction, key persons, and supplier license exemption requests.
Chairman Kassab invited Mr. Gustafson to give an overview of Greektown Casino’s requests.
Upon conclusion of Mr. Gustafson’s overview, Deputy Director Ben McMakin made some brief comments outlining some of the major differences between the initial proposal that was submitted in September 2005 and the current proposal.
After Mr. McMakin’s comments, Chairman Kassab noted for the record the presence of Mr. John Pirich, attorney for the Sault Tribe, Greektown Holdings and Greektown Casino.
Upon conclusion of Mr. Pirich’s presentation and questions from Board members were answered, it was moved by Ms. Rom and seconded by Judge Stacey that the Board enter an order finding Greektown Holdings, L.L.C. and Greektown Holdings II, eligible, qualified and suitable as qualifiers for Greektown Casino, L.L.C. and that the Board grant exemptions from the supplier licensing requirements under the publicly traded corporation provisions of Board Resolution No. 2003-07 and Board Rule 432.1322(4)(d) for Merrill Lynch, Pierce, Fenner and Smith, Inc., Merrill Lynch, Capital Corporation and Deutch Bank Trust Company Americas. It was further moved that the Board approve Greektown Casino, L.L.C.’s debt transaction subject to conditions outlined in Board Order GTC-2005-006. A roll call vote was taken.

Motion carried.
There being no other business to conduct, Chairman Kassab adjourned the meeting at 6:43 p.m.
