Horse Breeder/Owner Information and Registration

Awards for Races after 10/01/2010: 

The Michigan Department of Agriculture and Rural Development began using a new payment provider starting with fiscal year 2011 award payments.  Payments for races won the first half of the fiscal year (from October 1st through March 31st have been made to qualified breeders that provided their requested W-9s.  If you did not receive your award, please contact Pollyanne McKillop at (517) 241-4331 or via email at kapalap@michigan.gov.

In order for you to receive any Michigan Breeders' and/or Owners' Award payments for races that occurred after October 1, 2010, you, each of your business entity(s) and/or partnerships must complete both of the following prior to receiving any award payments:
1)  You, each of your business entity(s), and/or partnerships must be properly registered with the Michigan Department of Agriculture and Rural Development (MDARD), using MDARD's Breeder/Owner Registration Form (Form FR-098).  If there are any changes in the status of any person or business entity to include updated contact information (phone numbers, email addresses, mailing addresses, etc.) a new form must be submitted to MDARD.  The form may be found at MDARD's website: http://www.michigan.gov/documents/mda/breederownerreg_199118_7.pdf

The information you provide on the Breeder/Owner Registration Form must match the breeder/owner information reflected with the appropriate breed registry(s).  You may mail the completed form(s) or fax them to:

2)  You, each of your business entity(s) and/or partnerships must complete a new IRS form W-9 with our payment provider.  Even if you have previously filed a W-9 form with MDARD and/or Michigan Department of Treasury's C & P Express, each form must be now be replaced.  Please complete the newest version of the IRS W-9 form and return it via mail or fax directly to the vendor.  Do not send to MDARD as this will delay the process. The IRS Form W-9 can also be found online at http://www.irs.gov/pub/irs-pdf/fw9.pdf.   You may mail the completed page 1 of the form or fax it to:

Awards for Races prior to 10/01/2010: 
Anyone who receives payments from the State of Michigan must be registered with the Office of the Budget's Contract & Payment Express Vendor & Payee Registration.  More information on how to register can be found at: http://www.michigan.gov/budget/0,1607,7-157-13404_37161-179392--,00.html.  You will have to complete this registration process before you can receive your Owner or Breeder Award payment for fiscal years 2010 and prior.
