A Board Resolution Authorizing and Directing the Board Chairman to Prepare and Send Letter to the Leadership of the Senate and House of Representatives Urging Their Support for Passage of Proposed New Legislation to Amend and Strengthen the Current Michigan Gaming Control and Revenue Act.
WHEREAS, the Michigan Gaming Control Board ("the Board") has the duty and responsibility under Section 4(b,) of Proposal E, now known as the Michigan Gaming Control and Revenue Act ("the Act"), to implement, enforce and supervise administration of provisions of the Act relating to the licensing and regulation of casino gaming at up to three (3) authorized casinos in the City of Detroit; and,
WHEREAS, the Board has determined and believes that the current Act does not provide sufficiently stringent licensing standards or give the Board appropriate licensing discretion or adequate regulatory power to properly and effectively license, regulate and control casino gaming to ensure honest and well-regulated casino operations and protect the public interest; and,
WHEREAS, the Board, through its executive director and legislation and rules subcommittee chair Michael Stacey, has participated with representatives of the Governor, the Attorney General and the State Police in developing, proposed new legislation to amend and supplement the current Act, by providing for more appropriate and more stringent licensing standards, greater licensing discretion and, stronger regulatory powers and controls for the Board, and more adequate funding for operation of the Board, in carrying out its statutory duties and responsibilities; and,
WHEREAS, the Board has reviewed and considered the proposed new legislation, which is attached and made part of this Resolution by reference; and,
WHEREAS, the Board has determined and believes that the attached proposed new legislation provides appropriate and sufficiently stringent licensing standards and gives to the Board the licensing discretion and regulatory powers and controls and funding that it needs to properly and effectively license and regulate casino gaming to ensure honest and well-regulated casino operations and protect the public interest; NOW THEREFORE,
IT IS HEREBY RESOLVED:
That the Chairperson of the Board shall prepare and send a letter to the leadership of the Senate and the House of Representatives requesting and urging their support for enactment and passage of the attached proposed legislation to amend and supplement the current Act, in order to provide appropriate and sufficiently stringent licensing standards, and give to the Board necessary licensing discretion, regulatory powers and funding to properly license, regulate and control casino gaming in a way that ensures honest and well-regulated casino operations; minimizes the social harm and maximizes the economic benefits that result from such operations; and otherwise promote and protect the public interest in casino gaming.
