Emergency System for Advanced Registration of Volunteer Healthcare Professionals (ESAR-VHP)
In order to meet the volunteer and preparedness needs, the Office of the Assistant for Preparedness and Response (ASPR) designed guidelines for the development of state-based systems that allow for the advance registration and credentialing of volunteer healthcare professionals during an emergency. Experience has shown that during an emergency or crisis, hundreds or even thousands of people want to volunteer their assistance, in which there has been limited resources for coordination. Many of those that arrive on-site want to provide medical assistance to the victims of the disaster or attack. Advanced registration of healthcare volunteers may provide hospitals, public health, and emergency authorities immediate access to qualified and credentialed personnel that may be needed in the event of an emergency.
