Revenue And Expenditure Comparison

Why it Matters: Funding gaps occur when ongoing expenditures are greater than ongoing revenues, creating an unstable financial environment. Structural balance, where ongoing expenditures match ongoing revenues, ensures citizens and businesses that the government's fiscal house is in order.  

From fiscal year 2002 through fiscal year 2010, state government spending levels often exceeded total revenues. For fiscal year 2011, revenues exceeded spending by $1.6 billion
