    Revenue And Expenditure Comparison

    Why it Matters: Funding gaps occur when ongoing expenditures are greater than ongoing revenues, creating an unstable financial environment. Structural balance, where ongoing revenues adequately support ongoing expenditures, ensures citizens and businesses that the government's fiscal house is in order.  

    Prior to fiscal year 2011, state government spending levels often exceeded total revenues. For fiscal year 2012, revenues exceeded spending by $4.3 billion.
