On June 14, 2011, Governor Snyder signed Public Act 58 of 2011. Public Act 58 of 2011 amends the Michigan Telecommuniations Act and eliminates the requirement that telephone companies offer a low cost primary basic local telephone service to Michigan's citizens at a regulated rate. However, many companies continue to offer Primary Basic Local Exchange Service (PBLES).

Typically, the Primary Basic Plan includes:

• 100 outgoing calls per month. (Calls over this amount may cost extra.)
• 12,000 minutes of outgoing telephone usage. (Minutes over this amount may cost extra.)
• Unlimited incoming calls.

A Primary Basic Plan would likely not include:

• Special features such as Caller ID, Call Forwarding, Call Waiting, etc. (These may usually be added for an additional cost.)
• Calls to a dial-up internet provider.

The MPSC is aware of many companies that continue to offer primary basic local exchange service and has an informational document that contains current rates for this service, PBLES rates.
