MPSC Approves Settlement Agreements Authorizing 10 Electric Utilities to Implement 2009 Power Supply Cost Recovery Factors

The Michigan Public Service Commission (MPSC) today approved settlement agreements authorizing 10 Michigan electric utilities to implement their 2009 power supply cost recovery factors (PSCRs).

In Case No. U-15662, the approved settlement agreement authorizes Wisconsin Public Service Corporation to implement a PSCR factor of up to $0.00379 per kilowatt-hour (kWh).  The utility, the MPSC staff and SFK Pulp Recycling U.S. Inc. participated in the settlement.

In Case No. U-15665, the approved settlement agreement authorizes Alger Delta Cooperative Electric Association to implement a PSCR factor of up $0.00733 mills per kWh.  The utility and the MPSC staff participated in the settlement.

In Case No. U-15666, the approved settlement agreement authorizes Cloverland Electric Cooperative to implement a PSCR factor of up to negative $0.00347 per KWh.  This comes as a result of a previous order issued on December 4, 2008 that allowed for cost of power supply to be included in base rates.  This resulted in the above negative PSCR factor.  The utility and the MPSC staff participated in the settlement.

In Case No. U-15667, the approved settlement agreement authorizes Midwest Energy Cooperative to implement a PSCR factor of up to $0.01951 per kWh.  The utility and the MPSC staff participated in the settlement.

In Case No. U-15668, the approved settlement agreement authorizes The Ontonagon County Rural Electrification Association to implement a PSCR factor of up to $0.01771 per kWh.  The utility and the MPSC staff participating in the settlement.

In Case No. U-15669, the approved settlement agreement authorizes Thumb Electric Cooperative to implement a PSCR factor of up to negative $0.002581 per kWh.  The utility and the MPSC staff participated in the settlement.

In Case No. U-15670, the approved settlement agreement authorizes Cherryland Electric Cooperative to implement a PSCR factor of up to 15.06 mills per kWh.  The utility and the MPSC staff participated in the proceeding.  The Great Wolf Lodge of Traverse City, LLC submitted a statement of non-objection to the settlement agreement.

In Case No. U-15671, the approved settlement agreement authorizes Great Lakes Energy Cooperative to implement a PSCR factor of $0.00593 per kWh.  The utility and the MSPC staff participated in the settlement.

In Case No. U-15672, the approved settlement agreement authorizes Presque Isle Electric & Gas Co-op to implement a PSCR factor of up to $0.01439 per kWh.  The utility and the MPSC staff participated in the settlement.

In Case No. U-15673, the approved settlement agreement authorizes Homeworks Tri-County Electric Cooperative to implement a PSCR factor of up to negative $0.00213 per kWh.  This comes as a result of a previous order issued on Dec. 23, 2008 that allowed for the cost of power supply to be included in base rates.  This resulted in the above negative PSCR factor.  The utility and the MPSC staff participated in the settlement.

The MPSC is an agency within the Department of Energy, Labor & Economic Growth.
