9-1-1 rulemaking: multiline telephone system
On June 24, 2008, members of the State 9-1-1 Committee met with Michigan Public Service Commission staff to request that the Commission begin the process of rulemaking on based on two sections of the Emergency 9-1-1 Service Enabling Act, Section 405 and Section 413(1)(d).
Sec. 405 states, "The commission shall consult with and consider the recommendations of the committee in the promulgation of rules under section 413 to require each service user with a multiline telephone system to install no later than December 31, 2011 the necessary equipment and software to provide specific location information of a 9-1-1 call. This section applies to multiline telephone systems regardless of the system technology.
Sec. 413(1) The commission may promulgate rules to establish 1 or more of the following:

Uniform procedures, policies, and protocols governing 9-1-1 services in counties and PSAPs in this state.

Standards for the training of PSAP personnel.

Uniform procedures, policies, and standards for the receipt and expenditure of 9-1-1 funds under section 401a, 401b, 401c, 401d, 401e, 406, and 408.

The requirements for multiline telephone systems under section 405.

On February 25, 2011, the Commission issued an order to take comments on the draft rules, as approved by the State Office of Administrative Hearings and Rules (SOAHR), and to set the date of April 19, 2011 for public comment.
