MPSC Directs Regulated Electric Utilities to Submit 10-Year Fossil Fuel Generation Efficiency Plans Every Three Years

The Michigan Public Service Commission (MPSC) today directed utilities with electric generation to continue to submit a 10-year fossil fuel generation efficiency plan every three years.

The federal Energy Policy Act of 2005 directed states to consider whether to implement certain standards, including requiring electric utilities to develop and implement a 10-year plan to increase the efficiency of its fossil fuel generation.

On Aug. 6, 2008, the MPSC adopted this standard and directed regulated electric utilities with fossil fuel generation to file 10-year fossil fuel generation efficiency plans.  Those plans were filed.

On Sept. 1, 2009 the Commission submitted the Report on Status of Power Quality in Michigan to Governor Granholm and the Michigan legislature.  In the report, the MPSC found that utilities should continue to submit 10-year fossil fuel generation efficiency plans every three years, in order to monitor power plant generating cost efficiency.

Today's order directs the affected utilities to file their plans by Dec. 31, 2011 and on December 31 every three years thereafter.

The MPSC is an agency within the Department of Energy, Labor & Economic Growth.
