MPSC Merges Low-Income Resources Task Force with the Energy Optimization Low Income Work Group, Schedules First Meeting

Contact:  Judy Palnau (517) 241-3323

September 29, 2009

Finding that energy affordability issues and energy efficiency are related, the Michigan Public Service Commission (MPSC) today directed the Low Income Resources Task Force to merge with the Energy Optimization Low Income Work Group.

The MPSC created the Low Income Resources Task Force on March 19 to examine issues dealing with energy affordability.  The task force filed its report on June 30, outlining recommendations in four areas:  data collection; available assistance; process issues; and low-income rate alternatives.

The Energy Optimization Low Income Work Group is part of the MPSC's ongoing energy efficiency collaborative.  Its purpose is to facilitate implementation of Section 71 of Public Act 295 of 2008, focusing on completing a comprehensive assessment of all issues affecting the design and implementation of low income energy optimization programs.

"I'd like to commend the Low Income Resources Task Force for their work in identifying issues that will assist the MPSC as it examines ways to ease the burden on low-income customers who pay a higher share of their income for energy," said Commissioner Monica Martinez.  "By merging the task force with the energy Optimization Low Income Work Group, the Commission expects to see the implementation of many of the recommendations made.  In these tough economic times, it is more important than ever that we focus on energy affordability."

Today's order also directs the Low Income Energy Efficiency Work Group to hold its first meeting at 9 a.m. on Oct. 15, in Hearing Room A of the MPSC's office, located at 6545 Mercantile Way, in Lansing.  The work group will review the findings and recommendations of the task force report and discuss how these recommendations might influence the policy directions that the utility energy optimization programs for low-income customers should take.  In addition, the work group is directed to integrate the findings and recommendations of the task force into its low income energy optimization efforts.

The MPSC is an agency within the Department of Energy, Labor & Economic Growth.
