Criminal Justice Information Center

The purpose of the Criminal Justice Information Center (CJIC) is to provide accurate, comprehensive, and timely information and analysis for criminal justice and public safety purposes. 


Applicable Laws for the Criminal Justice Information Center  
 
 

 

Crime Analysis  

  • Produce and publish the "Crime in Michigan" Annual Report 
  • Provide crime statistics 

 

Crime Reporting 

  • Administer Uniform Crime Reporting Program - compile data reported by law enforcement agencies in Michigan and report that information to the FBI 
  • Collect statistical information on LEOKA (Law Enforcement Officers Killed and Assaulted) 
  • Collect statistical information on Death in Custody cases 
  • Process crime data, requirements of the FBI, and train agencies on how to correctly code their crime data 

 

Enforcement Records 

  • Administer AICS - the records management system used by the State Police and shared with some local law enforcement agencies 

 

Firearms Records 

  • Administer the concealed weapon program (CCW) 
  • Manage the pistol registrations for Michigan files 
  • Coordinate the firearms disqualification process 
  • Function as the National Instant Check System (NICS) contact  

 

Freedom of Information 

  • Administer and process all Freedom of Information Act (FOIA) requests for the State Police 
  • Oversee records retention for the Criminal Justice Information Center and maintain archived records 

 

Identification and Criminal History 

  • Administer, compile and maintain fingerprint-based criminal history records for Michigan 
  • Perform positive identification of persons through fingerprint identification 
  • Forward fingerprint and criminal history record information to FBI; maintain the Interstate Identification Index (III) interface; support National Instant Background Check System (NICS) 
  • Provide Criminal History Record (CHR) check services for prospective employers & public, including maintaining the Internet Criminal History Assess Tool (ICHAT) for non-criminal justice users  
  • Maintain a file of criminal fingerprint cards as the source documents for CHR 
  • Maintain Internet Criminal History Assess Tool (ICHAT) for non-criminal justice users 
  • Purge and seal records as required by statute or court order 
  • Administer the Automated Fingerprint Identification System (AFIS), the computerized system for electronically encoding, searching, and matching tenprint and latent fingerprints 
  • Maintain SNAP (Statewide Network of Agency Photos) mug shot repository 

 

LEIN Field Services Section 

  • Administer the Law Enforcement Information Network 
  • Manage the NCIC and NLETS interface requirements and connectivity 

 

Michigan Criminal Justice Information Network (MiCJIN) Service Center   

  • Function as the initial point of contact for customer questions on Criminal Justice Information Center (CJIC) computer applications 
  • Accept and process application for connection and access to criminal justice computer applications used by the criminal justice community 

 

Traffic Crash Reporting 

  • Administer the Traffic Crash Reporting System - collect traffic crash report data (UD-10s) from all law enforcement agencies in the State of Michigan 
  • Publish the annual Michigan Traffic Crash Facts in conjunction with Office of Highway Safety Planning (OHSP) and the University of Michigan Traffic Institute 
  • Publish the annual Drunk Driving Audit in cooperation with the Department of State
  • Process crash statistical requests
