The Michigan State Police, Emergency Management and Homeland Security Division has been designated by the Governor as the State Administrator Agency (SAA) for the State of Michigan. As such, the Michigan State Police are responsible for applying and administering the annual Homeland Security Grant Program (HSGP). One component of the HSGP is the Urban Areas Security Initiative.
The Federal UASI provides "financial assistance to address the unique planning, equipment, training, and exercise needs of high-threat, high-density urban areas, and to assist them in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism.".
The Michigan UASI area includes the city of Detroit and the counties of Wayne, Macomb, Monroe, Oakland, St. Clair, and Washtenaw. The UASI program provides the State of Michigan the opportunity to enhance regional preparedness efforts throughout the urban area.

Lessons Learned Information Sharing (LLIS)- The LLIS is the national network of Lessons Learned and Best Practices for emergency response providers and homeland security officials.
Office for Domestic Preparedness- ODP enhances the capacity of state and local first responders to respond to incidents of terrorism involving weapons of mass destruction.
Office for Domestic Preparedness Secure Portal- The ODP Secure Portal helps the Department of Homeland Security to coordinate the scheduling of training and exercises, collecting evaluation data with their training partners, and share exercise information and materials with states and local jurisdictions.

Responder Knowledge Base- The Responder Knowledge Base has been built specifically to serve the needs of Emergency Responders. It contains information on currently available products, along with a wealth of related information such as standards, training, and grants.
Homeland Security Exercise and Evaluation Program (HSEEP) The Homeland Security Exercise and Evaluation Program (HSEEP) is both doctrine and policy for designing, developing, conducting and evaluating exercises. HSEEP is a threat- and performance-based exercise program that includes a cycle, mix and range of exercise activities of varying degrees of complexity and interaction.
HSEEP includes a series of four reference manuals to help states and local jurisdictions establish exercise programs and design, develop, conduct, and evaluate exercises:
Metropolitan Medical Response System (MMRS) - The Metropolitan Medical Response System (MMRS) Program began in 1996 and currently is funded by the United States Department of Homeland Security (DHS).The primary focus of the MMRS program is to develop or enhance existing emergency preparedness systems to effectively respond to a public health crisis, especially a weapons of mass destruction (WMD) event. Through preparation and coordination, local law enforcement, fire, hazmat, EMS, hospital, public health, and other "first response" personnel plan to more effectively respond in the first 48 hours of a public health crisis.
