The Emergency Management & Homeland Security Training Center

 

The Emergency Management & Homeland Security Training Center (EMHSTC), constructed in 1991 through a partnership with private industry, provides an ever-expanding and comprehensive program of cost effective training for public and private sector agencies responsible for hazardous materials planning, response, and cleanup. Over the past several years, specialized and technical rescue programs have also become part of the Center curriculum offerings making the facility an integral part of Michigan's effort at being a national leader in emergency training for hazardous materials, technical rescue and terrorism planning and response.

 

Thousands of students have passed through our doors and benefited from some of the best emergency services training available. Through the dedicated efforts of EMHSTC staff, we have been visited by professionals from as far away as Brazil, South Africa, and Australia.

 

Courses and workshops are developed to meet or exceed the variety of planning and training requirements and recommendations of OSHA, EPA, MIOSHA, NFPA, MDPH-EMS, and others. Courses are conducted at the Center s four-acre site in Lansing. Due to the extensive hands-on nature of many of these programs, the EMHSTC utilizes a variety of training and simulation aids including railroad cars, highway tank trailers, above/below ground storage tanks, confined spaces, and personal protective clothing and equipment all intended to provide a realistic training environment. Upon successful completion of a course, students are issued a Michigan State Police certificate of training.

 

Instructors are drawn from both the public and private sector with an emphasis on individuals possessing both practical and technical expertise in the subject areas to be taught. Course costs include all student materials, morning and afternoon refreshments, lunch each day, and if indicated, lodging for the entire course.

Emergency Management Courses

Professional Recognition Programs

Emergency Management & Homeland Security Training Center has joined forces with several organizations in Michigan to develop a professional recognition program for hazardous materials and technical rescue planners, responders, professionals and instructors in Michigan. The Emergency Management and Homeland Security Division, through its Emergency Management & Homeland Security Training Center, firmly believes that our primary mission is to raise the professional standing of the field of hazardous materials planning, mitigation, and response by providing leadership and coordination through instructional programs and other skill enhancement opportunities. Becoming recognized as a hazardous materials "professional" is for anyone with a commitment to both personal and system development. This is NOT just another required program. In fact, the achievement of these professional levels is strictly optional. We are confident, however, that these programs will provide the opportunity for individuals to reach a higher level of competency and leadership capability in their chosen field, and improve the organizations to which they belong. Completion of this program can lead to a college degree.

 

The Hazardous Materials Professional Recognition Program requires successful completion of fifteen hazardous materials related courses and a comprehensive examination. These courses include:

  • First Responder Awareness/Operations (available at Fire Fighters Training Council)
  • Emergency Response to Hazardous Materials (EPA 165.15)
  • Hazardous Materials Technical Advanced
  • Hazardous Materials Specialist
  • Chemistry of Hazardous Materials I and II
  • Cameo Windows
  • Marplot Windows
  • Aloha Windows
  • Hazardous Materials Branch/Branch Safety Officer
  • Incident Command
  • Air Monitoring
  • Emergency Response to Terrorism Basic Concepts
  • Emergency Response Planning for Hazmat Incidents

 

Bachelor Degree

Siena Heights University and the Michigan State Police, Emergency Management & Homeland Security Training Center  have teamed up to offer firefighters, hazardous materials teams members, and other responders the opportunity to achieve a bachelor degree in hazardous materials. After completing the Hazardous Materials Emergency Response Professional Recognition Program developed by HMTC and the Michigan Association of Hazardous Materials Responders (MAHMR), the interested individual will receive a certificate worth 35 credit hours and can apply for acceptance into Siena Heights University s Bachelor of Applied Science program. It takes 120 credit hours to achieve this goal. Additional credit will be granted for completion of Firefighter I and II as well as emergency medical training.
