EXECUTIVE ORDER (1981-3)
AMENDMENT TO EXECUTIVE ORDER 1979-5
ESTABLISHMENT OF THE OFFICE OF STATE
EMPLOYER WITHIN THE DEPARTMENT OF MANAGEMENT AND BUDGET
WHEREAS, by Executive Order 1979-5, an Office of State
Employer was established within the Department of Management and Budget; and
WHEREAS, pursuant to that Executive Order, the duties of
the Office of State Employer were limited to employee relations matters affecting
classified employees covered by the Civil Service Employee Relations Policy and
Regulations of 1976, as amended; and
WHEREAS, it is in the best interest of a sound labor
relations program to consolidate contract negotiation and administration responsibilities
in one office;
NOW, THEREFORE, I, WILLIAM G. MILLIKEN, Governor of the
State of Michigan, pursuant to the authority vested in me by the Constitution of the State
of Michigan, Article V, Section 3, do hereby amend Section 5 of Executive Order 1979-5 to
read as follows:
5. The duties of the Director of the Office of State
Employer shall include employee relations matters affecting classified employees covered
by the Civil Service Employee Relations Policy and Regulations of 1976, as amended, as
well as matters affecting state police troopers and sergeants who exercise the right of
collective bargaining pursuant to Article XI, Section 5, of the Michigan Constitution of
1963.
