Welcome to Michigan's online source for information about the American Recovery and Reinvestment Act (Recovery Act). The Recovery Act, signed into law by President Barack Obama on February 17, 2009, represents the largest federal investment increase in America's roads, bridges and mass transit in 50 years. It also provides the most significant expansion in tax cuts for low and moderate income households ever. This aggressive economic recovery plan is designed to jumpstart our economy, create jobs, and help Americans struggling to provide for their families.

(Part of HUD Capital Fund Recovery Competitive Grants)

Key Dates:  Applications Due: July 21, 2009

Program Information:The purpose of the Creation of Energy Efficient, Green Communities grant, administered by the U.S. Dept. of Housing and Urban Development, is to facilitate transformational energy efficiency and "green" retrofits to substantively increase energy efficiency and environmental performance of public housing properties and thereby reduce energy costs, generate resident and Public Housing Authority (PHA) energy savings, and reduce Green House Gas emissions attributable to energy consumption.

This will be accomplished by funding competitive proposals received from eligible PHAs that respond to one of the two options available under this category:

  • Option 1 - Substantial Rehabilitation or New Construction
  • Option 2 - Moderate Rehabilitation

Grant Information:Eligible PHAs may submit multiple proposals under one or more of the options provided under this section. It is the intention that this funding will help to produce benchmark projects demonstrating energy efficiency, healthy, safe living environments; lower utility costs; conservation of energy, water, materials and other resources; utilization of renewable energy resources where feasible; and to the extent possible, enhancement of the health of local and regional ecosystems.
