Welcome to Michigan's online source for information about the American Recovery and Reinvestment Act (Recovery Act). The Recovery Act, signed into law by President Barack Obama on February 17, 2009, represents the largest federal investment increase in America's roads, bridges and mass transit in 50 years. It also provides the most significant expansion in tax cuts for low and moderate income households ever. This aggressive economic recovery plan is designed to jumpstart our economy, create jobs, and help Americans struggling to provide for their families.

Energy
Governor Granholm is committed to building a new energy economy in Michigan. Recovery Act projects will help us accelerate that effort, with funding for programs to increase energy efficiency and conservation, weatherize Michigan homes, enhance advanced automotive technology research and adoption, and many other programs to reduce Michigan's reliance on fossil fuels.

• Advanced Energy Efficient Building Technologies - GRANT CLOSED
Grants from the Department of Energy to fund research and technology development to reduce building energy use, with the ultimate goal of achieving net-zero energy buildings ? buildings which produce as much energy as they consume.

• Advanced Research Projects Agency - Energy (ARPA-E)- GRANT CLOSED
Department of Energy-administered grants for the development of energy technologies to enhance U.S. economic and energy security and to ensure the U.S. maintains a technological lead in developing and deploying advanced energy technologies. This funding is focused on high-risk, high-payoff transformational energy-related research and development.

Department of Energy-administered grant to support initiatives pursuant to the forefront of nuclear science research and development.

• Baseload Concentrating Solar Power (CSP) Generation - GRANT CLOSED

Department of Energy-administered grant to fund large-scale industrial Carbon Capture and Sequestration (CCS) projects and innovative concepts for beneficial CO2 use.

• Clean Cities FY09 Petroleum Reduction Technologies Projects for the Transportation Sector - GRANT CLOSED
Department of Energy-administered grant to fund projects that expand the use of alternative fueled vehicles and advanced technology vehicles.

• Clean Coal Power Initiative Round 3 (CCPI-3)- GRANT CLOSED
Grant created to fund advanced coal-based projects that have progressed beyond the research and development stage, and can be readily replicated and deployed into commercial practice within the electric power industry.

• Community Renewable Energy Deployment - GRANT CLOSED
Department of Energy (DOE) grants to accelerate market adoption of renewable energy technologies in order to strengthen the United States' energy security and bring clean, reliable and affordable energy technologies to the marketplace.

• Creation of Energy Efficient, Green Communities Grants - GRANT CLOSED
As part of the HUD Capital Fund Recovery Competitive Grant, this grant was established to increase energy efficiency and environmental performance of public housing properties.

• Demonstration of Integrated Biorefinery Operations - GRANT CLOSED
Department of Energy-administered grant to support integrated biorefinery projects that have the necessary technical and economic performance data that validates their readiness for the next level of scale-up.

• Development of Algal/Advanced Biofuels Consortia - GRANT CLOSED
Department of Energy-administered grant to fund research and development of ethanol blends and algal and advanced biofuels.

• Early Career Research Program - GRANT CLOSED

Department of Energy-administered grant to construct new plants or increase the capacity of existing facilities to produce batteries and electric drive components.

• Energy Efficiency and Conservation Block Grants (EECBG)
Department of Energy-administered grants to governments, Indian tribes, and states to reduce energy use and fossil fuel emissions and for improvements in energy efficiency.

• Energy Efficient Information and Communication Technology - GRANT CLOSED
Department of Energy-administered grant to improve energy efficiency in data centers and telecom systems, and develop new technologies to improve energy efficiency in Information and Communication Technology (ICT).

• Energy and Green Retrofit Programs - GRANT CLOSED
Funds investments in energy efficient modernization and renovation of HUD-sponsored housing for low-income, elderly, and disabled persons.

• Enhanced Geothermal Systems Component - GRANT CLOSED
Grant from the Department of Energy to facilitate the research, development, and demonstration to establish Enhanced Geothermal Systems (EGS) as a major contributor in electricity generation.

• Enhanced Geothermal Systems Demonstrations - GRANT CLOSED
Department of Energy-administered grant to make large amounts of the earth's heat available for productive use through advanced technology that addresses key aspects of site selection and characterization, reservoir creation and validation, reservoir sustainability, and plant operation and management.

• Expansion of Infrastructure for Ethanol Blends - GRANT CLOSED
The purpose of this grant is to increase the availability and use of ethanol blend biofuels. Department of Energy-administered grants will fund projects in two areas of interest: Refueling Infrastructure for Ethanol Blends, and Education and Outreach for Ethanol Blends.

• Geologic Sequestration Training and Research - GRANT CLOSED
Grant administered by the Department of Energy to provide training for graduate and undergraduate students in deploying Carbon Capture and Storage (CCS) technologies.

• Geothermal Technologies Program - GRANT CLOSED
A three-topic grant from the Department of Energy to fund geothermal systems research, exploration, demonstration, and development throughout the United States. Topics include: Validation of Innovative Exploration Technologies, Geothermal Energy Production, and Geothermal Data Development, Collection, and Maintenance.

• Geothermal Technologies Program: Ground Source Heat Pumps - GRANT CLOSED
Department of Energy (DOE) Geothermal Technologies Program grants designed to increase the deployment of ground source heat pumps through 1) innovative commercial-scale or residential community technology demonstration projects; 2) data gathering and analysis related to system costs, performance, and installation techniques; and 3) a national geothermal heat pumps certification standard.

• Green Capacity Building Grants - GRANT CLOSED
Department of Labor-administered grants to fund workforce development projects that focus on connecting target populations, including auto and auto-related industry workers affected by significant automotive-related restructurings, to career pathways in green industries.

• High Penetration Solar Deployment - GRANT CLOSED
Department of Energy-administered grant to conduct research, development, demonstration, and deployment (RDD&D) activities to accelerate widespread commercialization of clean solar energy technologies.

• High Speed Rail Corridors and Intercity Rail Passenger Service - GRANT CLOSED
Federal Railroad Administration discretionary grants to states to pay for high-speed rail and intercity passenger rail projects.

• Hydroelectric Facility Modernization - GRANT CLOSED
Grants to industry members or industry-led partnerships for proposals to develop, deploy, and test hydropower projects that would modernize the existing hydropower infrastructure in the U.S. and increase both the quantity and value of hydropower generation, including environmental performance.

• Industrial Energy Efficiency - GRANT CLOSED
Grant from the Department of Energy to deploy industrial energy efficient technologies in four areas of interest: Combined Heat and Power, District Energy Systems, Industrial Waste Energy Recovery and Efficient Industrial Equipment.

• Large Wind Turbine Drivetrain Testing Facility - GRANT CLOSED
Department of Energy-administered grant to fund the construction and operation of an appropriately sized dynamometer and test facility in the United States, which will enable the wind industry to develop, test and validate large-scale land based and off-shore wind turbine drivetrain systems domestically.

• Local Energy Assurance Planning (LEAP) Initiative - GRANT CLOSED
Grants for projects to strengthen and expand local government energy assurance planning and resiliency, reducing the impacts from energy supply disruptions, and creating jobs. Projects should allow cities to better coordinate and communicate on energy security and reliability and related emergency response issues. Eligibility is restricted to U.S. cities.

• National Laboratory Call for Foundational Photovoltaics (PV) and Concentrating Solar Power Research and Development - GRANT CLOSED
Grants to support new research and development of Next Generation PV Technologies, PV Supply Chain and Crosscutting Technologies, Advanced Heat Transfer Fluids and Novel Thermal Storage for Concentrating Solar Power.

• New Starts / Capital Investment Grants
From heavy to light rail, commuter rail to bus rapid transit systems, New Starts grants will fund new or extended transit fixed guideway systems across the country.

• Photovoltaic Technology Incubators - GRANT CLOSED
Department of Energy-administered grant focused on the research and development of solar photovoltaic systems.

• R & D on Alternative Isotope Competition Grants - GRANT CLOSED
Department of Energy-administered grant for research and development in alternative methods to produce and separate stable and radioactive isotopes, and to make critical isotopes more readily available to meet domestic U.S. needs.

• Regional Sequestration Technical Training Grants - GRANT CLOSED
Grant from the Department of Energy to provide training in the applied engineering and science of Carbon Capture and Storage (CCS) for site developers, geologists, engineers, and technicians.

• Resource Assessment and Interconnection Level Transmission Analysis and Planning - GRANT CLOSED
Department of Energy grants to facilitate the development or robust electrical transmission and distribution networks in each of interconnections serving the lower 48 states of the United States.

• Site Characterization of Promising Geologic Formations for CO2 Storage - GRANT CLOSED
Grant from the Department of Energy to fund development of comprehensive data sets of formation characteristics to determine usefulness of potential geologic CO2 storage sites, to augment existing data sets, refine best practices for approving storage site selection, and to characterize a minimum of 10 distinct "high potential" geologic formations for CO2 storage.

• Smart Grid Demonstration Grants - GRANT CLOSED
Department of Energy-administered Smart Grid Demonstration grants will fund regionally unique demonstrations to verify smart grid technology viability, quantify smart grid costs and benefits, and validate new smart grid business models, at a scale that can be readily adapted and replicated around the country.

• Smart Grid Investment Grant Program
Department of Energy-administered grant to implement the necessary digital upgrades to the electric grid to enable it to work more efficiently and to effectively integrate renewable and energy efficient technologies.

• Solar Market Transformation - GRANT CLOSED
Department of Energy-administered grant to expand the use of solar technology by providing technical, regulatory, institutional, financial and educational solutions to market transformation barriers.

• Solid State Lighting US Manufacturing - Round 1 - GRANT CLOSED
Department of Energy grants designed to 1) achieve cost reduction of solid-state lighting for general illumination through improvements in manufacturing equipment, processes, or techniques, and 2)to develop, establish, and/or maintain the technology and manufacturing base within the US.

• State Electricity Regulators Assistance - GRANT CLOSED
Department of Energy administered grants to ensure that Public Utility Commissions can meet the increased demands and workload resulting from the electricity sector initiatives included in the Recovery Act. Only Public/Regulatory Commissions of the 50 states and the District of Columbia are eligible to apply.

• State Energy Sector Partnership (SESP) and Training Grants - GRANT CLOSED
Department of Labor grants to facilitate creation of statewide energy sector strategies, with the goal of developing a national workforce that is ready to meet the demands of the energy efficiency and renewable energy industries.

• State Labor Market Information Improvement Grants - GRANT CLOSED
Department of Labor grants to State Workforce Agencies to collect, analyze, and disseminate labor market information, and to use that information to build and implement effective workforce development strategies, and to enhance the labor exchange infrastructure for careers in the energy efficiency and renewable energy industries.

• Systems Level Technology Development, Integration, and Demonstration for Efficient Class 8 Trunks (SuperTruck) and Advanced Technology Powertrains for Light-Duty Vehicles (ATP-LD) - GRANT CLOSED
The goal this Department of Energy grant is to develop and demonstrate significant improvement in overall efficiency in heavy-duty tractor-trailers and light-duty vehicles through the application of advanced vehicle system and engine technologies.

• Training Program Development for Commercial Building Equipment Technicians, Building Operators, and Energy Commissioning Agents/Auditors - GRANT CLOSED
Department of Energy grants to fund the development of training programs for commercial building equipment technicians, operators, and energy commissioning agents/auditors, preparing them to run and tune building systems for optimal energy efficiency.

• Transit Capital Assistance
Transportation Department funds to purchase transit equipment and to make improvements at intermodal and transit facilities; includes funding for discretionary grants to public transit agencies for capital investments that will assist in reducing the energy consumption or greenhouse gas emissions of their public transit agencies.

• Transportation Electrification Grants - GRANT CLOSED
Department of Energy-administered grant to establish development, demonstration, evaluation, and education projects to accelerate the market introduction and penetration of advanced electric drive vehicles.

• Weatherization Assistance
Department of Energy grants for energy-related home improvements for low-income customers; grants can be used for improvements to building energy efficiency and energy retention, heating and cooling systems, electrical system, and electricity consuming appliances.

• Wind Energy Consortia between Institutions of Higher Learning and Industry - GRANT CLOSED
Department of Energy-administered grant to increase the development and deployment of reliable, affordable, and environmentally sustainable wind and water power and realize the benefits of domestic renewable energy production.
