MPSC Approves Renewable Energy and Energy Optimization Plans for 40 Michigan Municipal Electric Utilities, Withholds Determination on One Utility's Plans

The Michigan Public Service Commission (MPSC) today authorized 40 Michigan municipal electric utilities to implement their respective renewable energy plans (REP) and energy optimization (EO) plans and surcharges, as required by Public Act (PA) 295.   It withheld making a final determination on whether the plans filed by Daggett Electric Department comply with PA 295 and gave the utility 30 days to file certain information required by the Act.

In Case No. U-15848, the MPSC approved the Village of Baraga's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer* will be 70 cents.

In Case No. U-15849, the MPSC approved Bay City Electric Light & Power's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 41 cents.

In Case No. U-15850, the MPSC approved the City of Charlevoix's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 58 cents.

In Case No. U-15851, the MPSC approved the Chelsea Department of Electric and Water's REP and EO plans.  There will be no REP surcharge.  The EO surcharge for the average residential customer will be 50 cents.

In Case No. U-15852, the MPSC approved the Village of Clinton's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 65 cents, beginning in 2010.

In Case No. U-15853, the MPSC approved Coldwater Board of Public Utilities' REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be $1.26.

In Case No. U-15854, the MPSC approved Croswell Municipal Light & Power Department's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 85 cents.

In Case No. U-15855, the MPSC approved the City of Crystal Falls' REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 73 cents.

In Case No. U-15856, the MPSC withheld making a final determination on whether Daggett Electric Department's REP and EO plans comply with PA 295 and gave the utility 30 days to file certain information required by the Act.  The MPSC also directed the MPSC staff to confirm that the utility will provide an opportunity for public comment and file the comments with the Commission, or whether the MPSC will provide the required opportunity for public comment on the proposed plans, as required by the law.

In Case No. U-15857, the MPSC approved Detroit Public Lighting Department's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 75 cents.

In Case No. U-15858, the MPSC approved the Dowagiac Department of Public Service's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 50 cents.

In Case No. U-15859, the MPSC approved the City of Eaton Rapids' REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 40 cents.

In Case No. U-15860, the MPSC approved the City of Escanaba Electric Department's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 69 cents.

In Case No. U-15861, the MPSC approved the City of Gladstone Electrical Department's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 80 cents.

In Case No. U-15862, the MPSC approved the Grand Haven Board of Light and Power's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 69 cents.

In Case No. U-15863, the MPSC approved Harbor Springs Municipal Utility's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 43 cents.

In Case No. U-15864, the MPSC approved the City of Hart Hydro Electric's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 65 cents.

In Case No. U-15865, the MPSC approved the Hillsdale Board of Public Utilities' REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 82 cents.

In Case No. U-15866, the MPSC approved the Holland Board of Public Works' REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 69 cents.

In Case No. U-15867, the MPSC approved the Village of L'Anse's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 79 cents.

In Case No. U-15868, the MPSC approved the Lansing Board of Water and Light's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 74 cents.

In Case No. U-15869, the MPSC approved the Lowell Light and Power's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 40 cents.

In Case No. U-15870, the MPSC approved the Marquette Board of Light and Power's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 55 cents.

In Case No. U-15871, the MPSC approved the City of Marshall Electric Department's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 13 cents.

In Case No. U-15872, the MPSC approved the City of Negaunee Electric Department's REP and EO plans.  There will be no monthly REP surcharge.  The monthly EO surcharge for the average residential customer will be 82 cents.

In Case No. U-15873, the MPSC approved the Newberry Water & Light Board's REP and EO plans.  There will be no monthly REP surcharge.  The monthly EO surcharge for the average residential customer will be 69 cents.

In Case No. U-15874, the MPSC approved the Niles Utilities Department's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 54 cents.

In Case No. U-15875, the MPSC approved the City of Norway Electric Department's REP and EO plans.  There will be no monthly REP surcharge.  The monthly EO surcharge for the average residential customer will be 82 cents.

In Case No. U-15876, the MPSC approved the Village of Paw Paw's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 60 cents.

In Case No. U-15877, the MPSC approved the City of Petoskey's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 91 cents.

In Case No. U-15878, the MPSC approved the Portland Light and Power Board's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 66 cents.

In Case No. U-15879, the MPSC approved the Sebewaing Light & Water Department's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 87 cents.

In Case No. U-15880, the MPSC approved the South Haven Department of Public Work's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 38 cents.

In Case No. U-15881, the MPSC approved the City of St. Louis' REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 33 cents.

In Case No. U-15882, the MPSC approved the City of Stephenson's REP and EO plans.  There will be no monthly REP surcharge.  The monthly EO surcharge for the average residential customer will be 64 cents.

In Case No. U-15883, the MPSC approved the City of Sturgis' REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 56 cents.

In Case No. U-15884, the MPSC approved the Traverse City Light & Power's REP and EO plans.  The monthly REP surcharge will not exceed the $3 cap.  The monthly EO surcharge for the average residential customer will be 57 cents, which will be included as part of the rate.

In Case No. U-15885, the MPSC approved the Village of Union City's REP and EO plans.  There will be no REP surcharge.  The monthly EO surcharge for the average residential customer will be 45 cents.

In Case No. U-15886, the MPSC approved the City of Wakefield's REP and EO plans.  There will be no monthly REP surcharge.  The monthly EO surcharge for the average residential customer will be 25 cents.

In Case No. U-15887, the MPSC approved the Wyandotte Municipal Services' REP and EO plans.  There will be no monthly REP surcharge.  The monthly EO surcharge for the average residential customer will be 74 cents.

In Case No. U-15888, the MPSC approved the Zeeland Board of Public Works' REP and EO plans.  There will be no monthly REP surcharge.  The monthly EO surcharge for the average residential customer will be 35 cents per meter per month

The municipal electric companies have 90 days to implement the REP surcharge and are directed to implement the EO surcharge as soon as possible.

The MPSC is an agency within the Department of Energy, Labor & Economic Growth.
