MPSC Directs Detroit Edison and Consumers Energy Company to File Electric Reliability and Power Quality Information Annually

The Michigan Public Service Commission (MPSC) today directed The Detroit Edison Company and Consumers Energy Company to file information related to power quality and electric service reliability annually.

The MPSC on Sept. 1 submitted to Governor Granholm and the Michigan legislature its Report on the Status of Power Quality in Michigan, as required by Public Act 286 of 2008.  In that report, the MPSC concluded that it will be beneficial to Michigan electric customers for Detroit Edison and Consumers Energy to provide power quality data to the MPSC.

Specifically, the MPSC is directing the two utilities to provide annually information related to system average interruption frequency index (SAIFI), customer average interruption duration index (CAIDI), and system average interruption duration index (SAIDI), with and without major events, on a rolling five year average basis, using the industry standard IEEE method of calculation.  The utilities are also directed to file an annual power quality report.  The first filings are due by April 2, 2010. 

The MPSC opened two dockets for this purpose:  Detroit Edison's docket is Case No. U-16065; Consumers Energy's docket is Case No. U-16066.

Today's order also directs the MPSC staff to report to the Commission on the need for additional standards, guidelines or rules addressing power quality no later than September 1, 2013, and the MPSC staff is directed to propose that additional information on power quality be included in the power supply cost recovery (PSCR) plan proceedings for these two utilities during the 2010 PSCR cycle.
