Seasonal Patterns Push Up February Jobless Rates in Most of Michigan's Regional Labor Markets

March 30, 2006 February seasonally unadjusted unemployment rates increased in 16 of Michigan’s 17 major labor market areas, according to the Michigan Department of Labor and Economic Growth.  Seasonally unadjusted unemployment rates decreased in the Detroit-Warren-Livonia MSA, the state’s largest MSA, over the month.  Employment levels were mixed throughout the state’s various regions, while labor force levels were up slightly over the month. 

"Most of the observed shifts in Michigan’s regional labor markets were seasonal in nature, with moderate February unemployment rate increases in several areas," said Rick Waclawek, director of the Bureau of Labor Market Information & Strategic Initiatives.

From January to February, regional jobless rate increases in the 16 areas were wide ranging from 0.2 of a percentage point to 1.1 percentage points, with an average advance of 0.6 of a percentage point.  The most pronounced increases over the month occurred in the Northeast Lower Michigan Region, the Flint Metropolitan Statistical Area (MSA), and the Upper Peninsula.  The mildest over-the-month rate hikes took place in the Monroe and Ann Arbor MSAs.

Most Regions Display Modest Jobless Rate Declines Since February 2005
From February 2005 to February 2006, 13 areas recorded unemployment rate declines, with an average decrease of a half percentage point.  Three regions – the Flint, Lansing-East Lansing, and Monroe MSAs – reported very minor increases in their respective jobless rates over the year, while the rate in the Ann Arbor MSA was unchanged since February 2005.

In this period, the majority of regional jobless rates showed only marginal change, increasing or decreasing in 11 areas by 0.4 of a percentage point or less.

Total Employment Mixed Over Month, Up Over Year
From January to February, total employment declined in nine regions and increased in eight.  For the most part, over-the-month changes in total employment were relatively minor in most areas.  The largest monthly declines in total employment took place in the Holland-Grand Haven and Grand Rapids-Wyoming MSAs, while the leading increase was reported in the Detroit-Warren-Livonia MSA.

Since February 2005, total employment levels increased in 16 of the state’s major labor market areas, with all of these regions showing gains of one percent or greater.

Over the year, the Detroit-Warren-Livonia MSA registered a 0.6 percent decline in total employment.

Labor Force Levels Up Over Month, Year
In February, labor force levels increased in 13 regions and decreased in three.  The labor force in the remaining area was essentially unchanged over the month.

Over the year, labor force levels increased in 16 regions and declined in the Detroit-Warren-Livonia MSA.

Government Education Pushes Up Payroll Employment
The monthly survey of employers indicated that seasonally unadjusted payroll jobs in Michigan increased in February by 15,000 to total 4,293,000.  Government jobs advanced by 22,000 over the month through increases in local government education (+15,000) and state government education (+5,000) with the continued return of students to colleges, universities, and local schools after the holiday break.  The gains in local government education were evident throughout the state’s metropolitan areas, while the increase in state government education was most prominent in the Ann Arbor MSA.

In the private sector, declines in trade, transportation and utilities (-8,000), construction (-4,000), and manufacturing (-4,000) were partially offset by gains in education and health services (+6,000).  All other industry sectors were little changed in February.

The state’s individual metropolitan areas recorded very little net change in payroll jobs in February.

From February 2005 to February 2006, job declines in the state’s metropolitan areas occurred mainly in the manufacturing sector along with lesser declines in the trade, transportation, and utilities sector.  Increases were recorded primarily in three sectors – education and health services, leisure and hospitality services, and professional and business services.

Since February 2005, the Grand Rapids-Wyoming MSA is the only metropolitan area in the state to report a notable gain in payroll employment, while the Detroit-Warren-Livonia MSA registered the only significant decline.  The remaining metropolitan areas in Michigan recorded only minor gains or declines in their respective payroll job counts.

County Jobless Rates Up Over Month, Down Over Year
Seventy-six of Michigan’s 83 counties recorded seasonal unemployment rate increases in February, with an average advance of 0.8 of a percentage point.  In February, 20 Michigan counties reported jobless rates that were over 10 percent, while 11 counties displayed rates below six percent.

From February 2005 to February 2006, unemployment rates declined in 62 of the state’s counties, with a moderate average decrease of a half percentage point.  Jobless rates increased in 15 counties over the year, while the rates were the same in six counties since February 2005.

Note:  Data in this release is not seasonally adjusted.  As a result, employment and unemployment trends may differ from previously released Michigan seasonally adjusted data.
