Secretary of State Terri Lynn Land today announced that the department's new Web-based Uniform Commercial Code (UCC) program allows customers to access UCC services quickly and conveniently with the click of a mouse.

UCC governs commercial transactions such as sales, bank deposits, investments and securities.

"UCC Online provides a flexibility and expediency unimaginable a few years ago," Land said. "Customers no longer need to come to the Secretary of State's UCC office in Lansing. They can file and receive data electronically from their computers.

"This is the latest example of my pledge to use technology in a cost-effective and efficient manner for better customer service."

UCC Online provides customers with the electronic tools to complete UCC searches and file financing statements. Users logon to the program at www.michigan.gov/sosucc with a username and password. Screen "wizards" guide users through step-by-step instructions to ensure transactions are completed accurately and efficiently. Payment is by credit card or through a preapproved account.

UCC Online creates documents electronically, which benefits both customers and department staff because it eliminates the need to handle paper documents. Furthermore, the program reduces the processing time for searches from weeks to minutes and makes newly filed financing statements available immediately.

Project specialists from the Michigan Department of Information Technology and the e-Michigan Web Development Office teamed up with the department to develop the UCC Online Web application.

Under UCC, the Secretary of State is charged with providing public notice that security agreements exist. Customers accessing UCC services include institutions such as banks, loan agencies, corporations and businesses, farmers and lawyers.

In 2003, the department's UCC office processed about 178,000 filings, 14,000 tax liens and 76,000 search requests.
