Updating Voter History Within 44 Days of the Election:  The Qualified Voter File (QVF) is the official voter registration file for all elections held in Michigan.  Voter history must be updated in the QVF system following each election.  Jurisdictions that do not have access to QVF equipment should work with their county clerks to update voter history.
 
The QVF system produces a “Voter Turnout” report for each election.  Once the voter history for an election has been entered, system users may preview and print a “Voter Turnout” report for each jurisdiction.  To ensure an accurate report, all voter history must be entered within 44 days following the election.  The deadline for entering voter history for the November 2, 2004 General Election is December 16, 2004.  Voter history entered after this deadline will not be included in the “ Voter Turnout” reports but will be reflected in individual voter records and reports produced through the Custom Voter List module. The information entered prior to the deadline is “frozen” after 44 days.  This ensures that report data and percentages do not change as voters move in and out of jurisdictions.  The report for each election will reflect the same statistics regardless of when the report is generated. 


Please enter voter history as soon as possible for the November 2, 2004 General Election.   If you do not have access to the QVF, please make arrangements with your county clerk to have the voter history entered into the QVF. 

 

Entering Voter History for Provisional Ballots into the QVF:  Clerks should update history for only those provisional ballots that were counted.   Updating voting history will clear all statuses, eliminate the MVIP requirement and remove the ID required flag.   In the case of provisional ballots cast because the ID requirement was not met at the polling place, the ID requirement should remain marked on the voter record if the voter does not provide acceptable documentation within the 6-day review period.  The same thing applies to voters with the MVIP status.  If a voter has the MVIP requirement marked on his or her voter record and votes a provisional ballot that cannot be counted, the MVIP requirement should remain checked on the voter record.

 

Clerks must create a voter registration record in the QVF for all voters not already in the QVF who cast provisional ballots AND it was determined that the provisional ballot counted.    Use October 4, 2004, the close of registration for the November 2004 election, as the registration date.  After you complete data entry, update the voting history for each record.  The QVF will not allow jurisdictions to update voter history for a voter if the voter registration date entered is after the close of registration.
