National Voter Registration Act (NVRA) QVF Report Feature:  As of November 6, 2002, which is the beginning of the new NVRA reporting period, the QVF began tracking most of the statistical information that must be included in the state’s biennial report to the Federal Election Commission.  This means that jurisdictions that have QVF on-site are no longer required to track this information manually using the state provided monthly tracking form.  (Yea!)
 
The QVF now automatically tracks NVRA data for voter registrations transactions that are processed both at Secretary of State branch offices as well as transactions entered into the QVF by local clerks.
 
There are some exceptions … Duplicate registrations received by your office, that you decline to enter into the QVF because the voter is already registered within your jurisdiction will not be automatically counted as the system has no knowledge of these.  Likewise, the software does not have the ability to track Confirmation Notices Sent and Received.  Therefore, in order for the NVRA reporting information to be complete for your jurisdiction, the above two items must be manually added to your NVRA Report database.  A new “tweak” feature was recently added to the QVF software for this purpose.  Detailed instructions on how to use this new feature may be found in the QVF Desktop Reference update packet that will be forwarded to you during the month of February.
 
The NVRA Maintenance screen, which is found on the “Data Maintenance” dropdown under Tweak NVRA, allows you to manually adjust or enter totals under any of the report categories listed.  You can generate reports for the entire NVRA reporting period, on a monthly basis, or for any range of dates that you specify by going to Reports menu, then selecting NVRA Statistics from the dropdown.  
 
This new feature gives QVF sites the option of generating NVRA report data directly from the QVF software or manually as you have done in the past using the monthly tracking form.  Jurisdictions that do not have QVF on-site must continue to track this information manually unless special arrangements have been made with your county clerk to enter Duplicate transaction totals and the total number of Confirmation Notices Sent and Received during the tracking period using the “tweak” feature described above.

Mandatory Clerk Accreditation Workshops: As you are probably aware, section 168.31 of Michigan election law requires all county, city, township and village clerks and school election officials to receive accreditation from the Department of State as an election administrator.  We are pleased to announce at this time that approximately 1,000 of Michigan’s election officials have now completed the accreditation process.  If you have not yet had the opportunity to attend an accreditation workshop, we encourage you to enroll in a workshop that best fits your schedule from the following calendar.  Additional workshops may be added over the coming months.

QVF Statewide Lookup Enhancements: Several enhancements have been added to the Statewide Lookup Site.  These enhancements are listed below.
The QVF Site Information Feature Now Contains:
  • The Current Software Version for the Jurisdiction
  • The Scheduled Auto Replication Time
  • The Time of the Last Successful Replication
QVF Jurisdictions see their own information regarding software versions and replications while Non-QVF Jurisdictions see this information for the Jurisdiction that manages their data.
The QVF Voter Search Feature Now Contains:
  • The Voters County
  • The School Polling Location
