June 9th School Election Follow Up: Several school districts reported problems
related to incomplete QVF precinct lists during the June 9th Regular School
elections. Basically, there are two
reasons why the name of a qualified voter may not appear on the QVF list. There are as follows:
A. An error was made when the election was set up in
the QVF software. Please note that software version 1.77, which was released on
December 12, 2002, made certain changes in how elections are set up. As a result, scripted jurisdictions
(counties, cities or townships that are responsible for printing school
precinct lists) need to closely adhere to the following steps when setting up
the election prior to printing lists.
- Click
on Election Administration on the
"File" Menu
- From
the drop down menus, select
"None" as the county and "None" as the
jurisdiction
- Select "New"
- Select
"School" from the drop down menu as the election type
- Enter
a description in the description field:
i.e.; Lansing Public School Election
- Select
the correct school from the district drop down menu
- Enter
the date of the school election
- Click
OK. The election is listed in the
grid.
Selecting "none" for county and "none"
for jurisdiction, as instructed under step 2 above, makes it possible for the
scripted jurisdiction, as well as other cities or townships within the school
district, to utilize the AV module and other areas of the software to
administer all or portions of the school election based on their individual
written agreements with the school district.
B. Errors or
omissions in the statewide street index. Our research indicates that the names
of some qualified voters did not appear on a school precinct list or appeared
on the wrong school precinct list due to errors or omissions in the street
index. In some cases the wrong school
district or wrong precinct number was assigned to the voters registration
address. For this reason, we are again
urging local and school election officials to work together to ensure that your
street index information is complete and accurate. A copy of your current street index may be obtained from the
county clerks office or from the Help Desk upon request. The importance of an accurate street index
cannot be over emphasized!
Updating Voter History Within 44 Days of the Election: As you know, the QVF is the official voter
registration file for all elections held in Michigan. This means that all voter
history must be posted to the QVF system following each election. Jurisdictions that do not have their own QVF
equipment must work with their county clerks to ensure that this task is being
completed. Remember to use "none" for county and "none" for
jurisdiction so that all the voters in the school district will appear on the
list to be posted.
