New Clerk Accreditation Workshops to be Conducted: Under the provisions of Michigan election law, MCL 168.31(j), the Secretary of State is required to establish a curriculum for the comprehensive training and accreditation of all new county, city, township and village clerks.  MCL 168.31(k) further requires that all newly appointed or elected election officials attend the training and obtain state accreditation within 6 months of the first election that they are responsible for administering.

To fulfill this obligation, the Michigan Department of State's Bureau of Elections administers the Election Officials' Accreditation Program that is offered to new election officials in January and June of each calendar year.  There are three steps to completing the accreditation program: 1) attend the two-day training session offered by the Bureau of Elections 2) study the information presented in the "Election Officials' Accreditation Study Guide" and 3) complete and submit the "Self-Administered Accreditation Exam."

Day one of the training session is designed to introduce new election officials to a wide variety of topics related to the administration of elections including the following topics:

  • The Structure of Michigan's Election System

  • Voter Registration

  • Candidate Filings and Financial Disclosure Requirements

  • Write-In Candidates

  • Absentee Voting Process

  • Absent Voter Counting Boards

  • Federal Registration and Absentee Voting Program

  • Election Ballots

  • Optical Scan Precincts ? Procedural Policies

  • Election Day Issues

  • Appointing and Training Election Inspectors

  • Establishing Voting Precincts and Polling Places

  • The Appointment Rights and Duties of Election Challengers and Poll Watchers

  • Processing Recall Petitions

Day two of the training session is devoted to the administration of optical scan voting systems, the preparation and use of the AutoMARK Voter Assist Terminal and the proper sealing of ballot containers.

Program participants will be provided with a copy of the "Election Officials' Accreditation Study Guide" which is a comprehensive training manual on the administration of public elections.

Accreditation classes will begin on January 8, 2009.  A complete list of training dates and locations is provided below.  All classes are from 9 a.m. to 4 p.m.  To register, please contact Sandy Prenger at PrengerS@Michigan.gov  by January 5th.  If you have questions please contact Sue McRill by phone at (517) 241-2543.
